The East African Community (EAC) countries (Kenya, Tanzania, Uganda, and Rwanda) have been affected by the global financial crisis and global recession. The fall in global demand and inflows and tighter liquidity conditions abroad affected the countries in this region as elsewhere in sub-Saharan Africa. But how hard have countries in the EAC been hit? Have the spillovers from the global crisis affected countries in the region as much as other countries in the sub-Saharan region? Have the transmission channels or magnitudes of the spillovers been different across EAC countries? How can these countries return quickly to a path of sustained high growth? What is the role for policy? Would acceleration of regional integration and policy coordination help achieve this goal? Would it make the region less susceptible to shocks? This paper focus on the EAC countries and attempts to address these questions.

The countries in the East African Community (EAC) are among the fastest growing economies in sub-Saharan Africa. The EAC countries are making significant progress toward financial integration, including harmonization of supervisory arrangements and practices and the modernization of monetary policy frameworks. This book focuses on regional integration in the EAC and argues that the establishment of a time table for the eliminating the sensitive-products list and establishing a supranational legal framework for resolving trade disputes are important reforms that should foster regional integration.

Economic growth in sub-Saharan Africa as a whole has fallen to its lowest level in 15 years, though with large variation among countries in the region. The sharp decline in commodity prices has severely strained many of the largest economies, including oil exporters Angola and Nigeria, and other commodity exporters, such as Ghana, South Africa, and Zambia. At the same time, the decline in oil prices has helped other countries continue to show robust growth, including Kenya and Senegal. A strong policy response to the terms-of-trade shocks is critical and urgent in many countries. This report also examines sub-Saharan Africa’s vulnerability to commodity price shocks, and documents the substantial progress made in financial develop, especially financial services based on mobile technologies.

The post-independence integration endeavor of the East African Community has been punctuated with challenges, culminating into the collapse of the 1967-1977 regional organization. The renaissance of the integration agenda since the re-establishment of the regional organization in 1999 has rekindled epistemological debate among scholars and practitioners on the East African Community raison d'etre and integration process. This volume is the first of its kind in this ongoing debate that puts into proper context the nexus between the East African citizens and the integration agenda. Focusing on the Partner States case studies, the authors of the chapters operationalize the concepts of popular participation, eastafricanness, eastafricanization, democratization, and integration. Using political, national constitutions and EAC treaty, communication and awareness dimensions the authors of the chapters have analyzed the nexus between the EACcitizens and the integration process. The study generally proceeds from the premise that the exclusion of the EAC citizens from exercising their sovereign rights through popular participation undermines the prospects for the institutionalization and consolidation of the EAC identity, eastafricanness, eastafricanization, democratization and integration.
