This book considers the identity, direction, and intentions embodied in post-apartheid South African Foreign Policy. It aims to deepen the understanding of this evolving post-apartheid foreign policy through an exploration of the nature and trajectory of key bilateral relationships from both the global ‘South’ (Brazil, China, Iran, the AU) and ‘North’ (Japan and the UK). This window on the country’s international relations enriches understanding of the normative and structural factors that influence not only South African foreign policy, but those of what Jordaan (2003) calls emerging middle powers as they seek to position themselves as influential actors in international affairs. By sketching the contours of key South African relationships the contributors offer illuminating insights into the cross-pressures shaping South African foreign policy. In addition, they also add depth to the emerging middle power concept by exploring four areas where the tendencies and tensions of emerging middle power foreign policies are apparent: regionalism, multilateralism, reform of global governance, and approach to moral leadership. South Africa is the most industrialized power in Africa. It was rated the continent's largest economy in 2016 and is the only African member of the G20. It is also the only strategic partner of the EU in Africa. About the publication South Africa’s foreign policy makers are facing a substantial challenge. The first two decades of South Africa's democracy have seen a growing breadth and depth in the analysis of South Africa's foreign policy. This second volume of the South African Foreign Policy Review considers the continuity and change in South Africa's foreign policy over the course of two decades, with a particular focus on the more recent approach under the Zuma administration. This includes a closer look at the principles, practices and partnerships that shape South Africa's international relations and is aimed at supporting knowledge for reflection on South Africa's conduct internationally and for anticipating ways in which the country may approach international relations and foreign policy going forward. It discusses the foreign policy making and the nature of South Africa's diplomatic relations with Africa, Asia, the Middle East and North Africa, Latin America, Europe and North America, as well as the country's participation in multilateral diplomacy in Africa, the global South and at the United Nations (UN) to expand the discussion and deepen the debate on the future shape and direction of South Africa's foreign policy.

In this first comprehensive study of the foreign policy of South Africa, Amry Vandenbosch focuses attention not only on some of the major problems of a white-dominated African country but also, in wider scope, on three of the chief issues of mid-twentieth century: colonialism, race relations, and collective security. South Africa has inaugurated an outward-looking policy. Its relative strength among the African nations, combined with the domestic difficulties experienced by those weaker nations, has caused Pan-Africanism to lose much of its force and has enabled South Africa to exert even more vigorous leadership on the continent, particularly south of the Sahara. South Africa nevertheless faces many problems, and its outward-looking policy has met with rather limited success. Faced with all its difficulties, dead-end roads, and a strong world opinion condemnatory of apartheid, Vandenbosch argues South African whites must begin to doubt the wisdom of their racial policy and come to accept the idea of its modification.

This title was first published in 2001. "Grand aims" refers to the overarching tenets and doctrines that prevailed in US and South African foreign policies towards Africa. This study argues that when modest means were imposed upon American and South African foreign policy-makers, they were often forced to devise new grand aims. Few in-depth resources exist with regard to United States and/or South African foreign policies towards Africa. Those that do are overwhelmingly pre- or early-1990s in focus. This analysis encompasses the years 1990 to mid-1998 and is intended to be relevant to a broad readership, including academics, students, Africanists, historians, political scientists, regional specialists and policy-makers in the public and private sectors on both sides of the Atlantic.

What is South Africa's foreign policy, who makes it and why does it matter? These are the varied questions that scholarship has grappled with following South Africa's triumphant return to the global stage in 1994. In this edited volume, the authors assess the position and input of actors beyond the traditional structures of the Presidency and the department of international relations and cooperation, most notably civil society actors in foreign policy decision-making. In an environment where domestic actors are argued to be found increasingly on the outside of policy decision-making circles, this book brings back into the fold the discussion of the value of participation. In looking at foreign policy through the different standpoints of other government departments, parliament, labour, business, the African National Congress (ANC), civil society and the role of gender, the chapters offer insights into how South Africa's foreign policy is understood and how these actors seek an input in its direction. It is this engagement that ultimately makes foreign policy matter to all South Africans as the country moves forward in a turbid international environment.
