Prior to the COVID-19 shock, the key challenge facing policymakers in the Middle East, North Africa, and Central Asia region was how to generate strong, sustainable, job-rich, inclusive growth. Post-COVID-19, this challenge has only grown given the additional reduction in fiscal space due to the crisis and the increased need to support the recovery. The sizable state-owned enterprise (SOE) footprint in the region, together with its cost to the government, call for revisiting the SOE sector to help open fiscal space and look for growth opportunities.

State-owned enterprises (SOEs) are an important feature of the economic landscape in the Middle East and North Africa region and yet, their contribution to the local economies has not been subject to a systematic investigation. SOEs in the region are generally perceived as inefficient and subject to sub-optimal governance arrangements but at the same time, and somewhat paradoxically, they are often charged developmental mandates that typically go beyond their stated commercial objectives. This phenomenon owes to the historically prominent role of the state in the economic development in the region and the recently renewed interest in using select SOEs as anchors of national industrialisation and competitiveness strategies. In 1939 Hitler went to war not just with Great Britain; he also went to war with the whole of the British Empire, the greatest empire that there had ever been. In the years since 1945 that empire has disappeared, and the crucial fact that the British Empire fought together as a whole during the war has been forgotten. All the parts of the empire joined the struggle and were involved in it from the beginning, undergoing huge changes and sometimes suffering great losses as a result. The war in the desert, the defence of Malta and the Malayan campaign, and the contribution of the empire as a whole in terms of supplies, communications and troops, all reflect the strategic importance of Britain's imperial status. Men and women not only from Australia, New Zealand and India but from many parts of Africa and the Middle East all played their part. Winston Churchill saw the war throughout in imperial terms. The British Empire and the Second World War emphasises a central fact about the Second World War that is often forgotten.
