First published in 2000. Over the past two decades, the service sector have increased dramatically and now occupy the largest share of the economy of advanced industrial societies. Certain business services are regularly cited as evidence for the emergence of a "knowledge economy". In this pioneering book, leading researchers in the fields of service industries and innovation studies investigate the reasons for the growth of the service sectors and this emergent knowledge economy. Drawing on material as diverse as macroeconomic statistics and firm-level case studies, the contributors demonstrate that services are often important innovators in their own right, as well as contributing to innovation and economic performance in their user industries. Scholars in the science and technology field have not collectively questioned, much less proposed, an agenda for policy makers. Now is an appropriate time for such an undertaking. First, there is a growing belief that the U.S. national research and development system, like that of many industrial nations, is changing due to global competitive pressures and advancements in information technology and electronic commerce. Second, industry's R&D relationship with the academic research community is changing not only because of the global competition but also because of alterations in the level of government support of fundamental research. As a result, policy makers will need to rethink their approaches to science and technology issues. This volume is a collection of essays by scholars about innovative policy in the knowledge-based economy. By knowledge-based economy we mean one for which economic growth is based on the creation, distribution, and use of technology. As such, innovation policy in such an economy must enhance the creation, distribution, and use of knowledge that leads to the creation, distribution, and use of technology. This volume considers elements of an innovation policy: innovation policy and academic research, innovation policy in electronic commerce, and innovation policy and globalization issues.

This book is based on research from Russia, Hungary, Bulgaria, Great Britain, Switzerland and the Czech Republic on issues related to knowledge-based economy development. The idea for this book was developed during three international conferences on digitalization: VI, VII and VIII International Scientific Weeks, organized by Samara State University of Economics (Samara, Russia) in 2018–2020. It is an initiative by the scientific and business organizations in the Samara Region and their Russian and international partners to analyze the current digitalization of social-economic systems, the problems and perspectives of this process, and its role in the creation and development of a new type of economy and new quality of human capital. All the contributions focus on the search for effective ways of adapting to the new digital reality and are based analyses of international statistics, and data from specific companies, educational institutions and governmental development programs. The implications of the knowledge-based information economy are studied conceptually and statistically. Innovation, economic coordination, and diffusion of knowledge are found to be dominant resource-using activities which are reflected in the extent of service production in the economy. Substitution occurs between internal production and external acquisition of services related to manufacturing activities. This and the organization of industry may explain observed differences among countries in international trade in services. If properly measured, manufactured goods and related services are found to account for almost half of GNP. Analogously, the definition of capital should be expanded to include intangibles having at least the same order of magnitude as conventionally measured (hardware) capital. The study also includes an attempt to quantify the actual and the potential sizes of the telecommunications market for knowledge communication through electronic methods.
