The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

SARS (Acute Respiratory Syndrome) first presented itself to the global medical community as a case of atypical pneumonia in one small Chinese village in November 2002. Three months later the mysterious illness rapidly spread and appeared in Vietnam, Hong Kong, Toronto and then Singapore. The high fatality rate and sheer speed at which this disease spread prompted the World Health Organization to initiate a medieval practice of quarantine in the absence of any scientific knowledge of the disease. The unknown nature of SARS at that time also jolted the economic growth of China and Hong Kong, disrupted the social life of their citizens and created much stress and strain for their political systems and governance. Like other major crises, the management of the SARS crisis provides a good opportunity to examine the strengths and weaknesses of the political systems in China and Hong Kong. From the outset, scholars at the East Asian Institute (EAI) followed closely the unfolding of the disease in China, particularly how each of the two societies coped with this random external shock. SARS may or may not recur in the near future, but the episode has offered a glimpse into the extent of resilience of the two societies, the quality of their political leadership, the effectiveness of their political and institutional mobilization, the crisis-management capability of their respective bureaucracies, and the viability of their governance systems. This book undertakes a general review on the major infectious diseases in Hong Kong and Mainland China. Secondly, it will set out the future directions for better preparedness in the fight against infectious diseases particularly the emerging new infections in the 21st Century. It also discusses the severe acute respiratory syndrome (SARS), also called infectious atypical pneumonia in China, is an emerging infectious disease caused by a novel variant of coronavirus (SARS-associated coronavirus, SARS-CoV). It is mainly characterised by pulmonary infection with high infectivity and fatality. SARS swept across almost every continent of the globe, and has currently involved 32 countries and regions, including the mainland of China, Hong Kong, Taiwan, North America and Europe. The condition is hard especially in China. Chinese scientists and healthcare workers co-operated closely with scientists around the world to fight with the disease. On April 16, 2003, World Health Organization (WHO) formally declared that SARS-CoV was an etiological agent of SARS. Currently, there is no specific and effective therapy and prevention method for SARS. However, this disease can be prevented, and it is also curable and controllable. The main treatments include corticosteroid therapy, anti-viral agents, anti-infection, mechanical ventilation and medical isolation. With the endeavour of the Chinese Government, medical staffs and other related professionals, SARS has been controlled in China. Scientists around the world, including Chinese scientists have made a great progress in SARS research from that time on. A review is presented of the history of SARS and the progress in SARS research, especially in China.
