Do extreme, unethical governmental policies often produce results opposite to those intended? This book considers the ironic outcomes of recent global events and concludes that there is a 'rule of reverse results' at work. While not a hard and fast law, the rule points out the increased probability that a policy will backfire if it is immoral while ethical policies, even if extreme, are unlikely to produce reverse results. The issue here is that of increased likelihood but not of certainty. Governments can never be sure as to the effects of their actions: to some extent they are always working in the dark. But if the motivation is right, moral and humane the policies will not often produce adverse results the opposite of those intended. Based on events in global history in the Twentieth and Twenty-First centuries the chapters can each be read individually, as well as being part of the argument.

The 2008 International Symposium on Rule Interchange and Applications (RuleML th 2008), collocated in Orlando, Florida, with the 11 International Business Rules - rum, was the premier place to meet and to exchange ideas from all fields of rules te- nologies. The aim of RuleML 2008 was both to present new and interesting research results and to show successfully deployed rule-based applications. This annual sym- sium is the flagship event of the Rule Markup and Modeling Initiative (RuleML). The RuleML Initiative (www.ruleml.org) is a non-profit umbrella organization of several technical groups organized by representatives from academia, industry and government working on rule technologies and applications. Its aim is to promote the study, research and application of rules in heterogeneous distributed environments such as the Web. RuleML maintains effective links with other major international societies and acts as intermediary between various ‘specialized’ rule vendors, appli- tions, industrial and academic research groups, as well as standardization efforts from, for example, W3C, OMG, and OASIS.

This book reviews and assesses the status quo concerning the rule of law in China in 2017 and predicts its future development in such fields as legislation, judicial reform, civil, commercial and economic law, social law, safeguarding of human rights, criminality, Internet finance, the securities market, pilot free trade zones, administrative public interest litigation, regulation of investment management business, and AI. The book consists of a series of reports on the assessment of rule of law carried out by the Innovation Project Team on the Rule of Law Index at the Institute of Law, Chinese Academy of Social Sciences. Drawing on data from web portals and using the methods of browsing websites and verifying results through phone calls, the book includes assessment reports on the government transparency of 54 departments under the State Council and the governments of 31 provinces (autonomous regions and municipalities directly under the Central Government), 49 larger cities, and 100 counties (cities and districts). In addition, reports are provided on the judicial transparency of the Supreme People’s Court, 31 higher people’s courts, and the intermediate people’s courts of 49 larger cities, the procuratorial transparency of the Supreme People’s Procuratorate and people’s procuratorates of 31 provinces (autonomous regions and municipalities directly under the Central Government) and 49 larger cities, as well as the maritime judicial transparency of 10 maritime courts in the country. The book also includes reports on disclosure of information and transparency in the public security organs of four municipalities directly under the Central Government and 27 provincial (autonomous regional) capitals. Given its scope, the book offers a valuable asset for legal scholars, lawyers, judges, prosecutors, graduate and undergraduate students, and all those who are interested in Chinese law and the country’s rule of law index.
