This report is made in accord ance with your directions of the 20th of July and under the provisions of section 6 of chapter 1063 of the laws of the United States passed October 1, 1888. The appropriation applicable to the investigation which we have conducted was a sum which has proved amply sufficient for all the expenses of the commission.
