The book illustrates the use of spatial econometric models to analyze the economic resilience of regions to climate-related shocks. Although climate change is a global externality, climate anomalies can trigger locally disruptive shocks, whose adverse effects on economic growth are transmitted through neighbouring relationships (based on geography, trade, or technological bonds). After laying out the theoretical case for spatial analysis in the study of economic resilience, the book introduces spatial econometric models, their estimation and testing procedures, as well as applications of spatial econometrics in various domains. It then reviews the current literature on the role of space in the propagation of climate shocks, and discusses how adaptation and mitigation policies can leverage spatial dependencies, with a special focus on renewable energy technologies and agricultural productivity. It appeals to scholars of regional and spatial sciences and econometrics as well as those interested in the spatial effects of climate and environmental shocks.

The frequency and intensity of climate shocks such as heatwaves and flooding, are expected to increase under a changing climate with severe implications across the food, energy, water, environment nexus. This book critically explores how to improve resilience to climate shocks by examining the range of challenges and opportunities that exist in the aftermath of shocks and discusses factors that exacerbate and mitigate these. This book reports on national, state, and local responses to climate-related risks of sea level rise and storm surge, drought and water shortage, floods, wildfires, and heat waves in nine coastal city regions: New York City, the Southeastern states, New Orleans, Los Angeles, and San Francisco in the United States; and Melbourne, Sydney, South East Queensland, and Perth in Australia.

The frequency and severity of disasters over the last few decades have presented unprecedented challenges for communities across the United States. In 2005, Hurricane Katrina exposed the complexity and breadth of a deadly combination of existing community stressors, aging infrastructure, and a powerful natural hazard. In many ways, the devastation of Hurricane Katrina was a turning point for understanding and managing disasters, as well as related plan making and policy formulation. It brought the phrase "community resilience" into the lexicon of disaster management. Building and Measuring Community Resilience: Actions for Communities and the Gulf Research Program summarizes the existing portfolio of relevant or related resilience measurement efforts and notes gaps and challenges associated with them. It describes how some communities build and measure resilience and offers four key actions that communities could take to build and measure their resilience in order to address gaps identified in current community resilience measurement efforts. This report also provides recommendations to the Gulf Research Program to build and measure resilience in the Gulf of Mexico region.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This book provides an overview of the geopolitical context and climate change risk profile of the Middle East and North Africa (MENA) Region.
