This book explores the nature of regions and how they function, particularly at the local and micro-level. Whilst recent years have seen a resurgence in debates around the roles which regions can play in development, the focus has tended to be on 'macro' regional institutions such as the EU, ASEAN, ECOWAS or MERCOSUR. In contrast, this book offers a nuanced analysis of the important field of sub-regionalism and sub-national cross-border cooperation. Region-Making and Cross-Border Cooperation takes a fresh look at both theoretical and empirical approaches to ‘region-making’ through cooperation activities at the micro-level across national borders in Europe, Southeast Asia, Latin America, Africa and the Middle East. The book aims to explore the role that institutional dynamics play at the micro-level in shaping local and global ties, investigate what the formal and informal integration factors are that bolster regionalism and regionalization processes, and to clarify to what extent, and under what conditions, cooperation at the micro-level can be instrumental to solving common problems. The "deepening and widening" of the EU has thrown its changing internal and external borders into sharp relief. This work demonstrates that borders are key spaces within which issues such as identity, memory and trust, and communication between states continue to be played out and transformed.

Cross-border regions are newly emerging social spaces stretching across national borders. Globalization makes national borders more permeable and leads to a rearrangement of economic and political interactions. This is particularly pronounced within supra-regional blocs featuring specific internal border regimes. The ensuing opportunities are increasingly seized to create border-spanning discourses and institutions. This book presents a new approach to management in an increasingly interactive world. In this context, the use of the word “new” has two meanings. The first relates to a new definition of borders (which are natural, institutional, functional, or mixed); the second concerns the fact that the book applies (and, where necessary, develops) analytical tools, methods and models that are different from those used in other similar books. The objectives of this book are: to clarify whether existing management theories and methods can be effectively applied in an entity (which can be defined as a sovereign country, a region, a community, a culture, or a firm) as the latter increasingly interacts with the rest of the world; to develop qualitative and quantitative methods to help leaders make optimal decisions for their entity and, at the same time, to maximize the positive (or minimize the negative) effects of those decisions on the rest of the world; and to design workable cross-border cooperation plans and conflict-management schemes that allow policy-makers to better cope with the challenges and problems posed by our increasingly interactive world.

In this collection, the Association of European Border Regions (AEBR) examines the important results and achievements of 40 years of cross-border cooperation. The book describes the accomplishments of the AEBR at a European level, the developments in different parts of Europe, key elements of successful cross-border cooperation, as well as the contribution of cross-border cooperation to a European integration based on regional diversity. The "European house" needs to be built from the bottom, while resting on solid foundations. And these foundations are made from the day-to-day cooperation of people, municipalities, and regions across borders. The perspectives of cross-border cooperation are of vital importance for Europe. The Treaty of Lisbon and the EU Cohesion Policy 2007-2013 set the framework for the future. One thing is certain, for many years to come, cross-border cooperation will remain a political priority of the EU.
