The Committee's report on the BBC's Charter review focuses on four inter-related issues: i) the scope and remit of the BBC in the context of the growth of digital TV and on-going technological developments in audiovisual communications; ii) its funding mechanism; iii) its governance and regulation; and iv) whether a Charter provides the most appropriate means of establishing the Corporation in a rapidly-changing communications environment. Key aspects considered include the role, definition and scope of public service broadcasting, the growth of multichannel television, the on-going roll-out of broadband networks, and the Government's plans to switch off the analogue television signal. The report makes 38 conclusions and recommendations, including i) the BBC should be placed on a statutory basis by Act of Parliament at the earliest opportunity, with allowance for pre-legislative scrutiny by a joint Committee of both Houses; with a five year Charter to cover the interim period, between the date the current Charter expires at the end of 2006 and the passing of the recommended legislation; and ii) fundamental changes in the governance system of the BBC, with responsibility for corporate governance separated from maintenance and regulation of its independence.

This important book examines the challenges posed to public service obligations by European Union media law and policy. An in-depth analysis of the extent to which six countries (France, Germany, Greece, Italy, the Netherlands, and the United Kingdom) regulate broadcasting for the public interest reveals a range of vulnerability to national political pressures or, alternatively, to the ideology of market sovereignty. The author examines the country of origin principle and the European quota rule of the Television without Frontiers Directive, revealing the influence of European law on the definition and enforcement of programme requirements, and shows how the case law of the European Court of Justice encourages deregulation at the national level without offering adequate safeguards at the supranational level in exchange. She asks the question whether the alleged ‘European audiovisual model’ actually persists—that is, whether broadcasting is still committed to protecting such values as cultural diversity, the safety of minors, the susceptibility of consumers to advertising, media pluralism, and the fight against racial and religious hatred. The book concludes with an evaluation of the impact of the EU state aid regime on the licence fee based financing of public broadcasting.

The BBC did a good job in completing the move to Salford on time, within budget and without disruption services. However, the scale of some of the allowances paid to staff to relocate to Salford is difficult to justify. There were 11 cases where the cost of relocating staff exceeded £100,000 per person, with one costing £150,000. The BBC also failed to make a proper record of the exceptions it made to its allowance policy. The longer term success of the move to Salford depends on the BBC achieving the wider benefits it promised. These include reducing the gap between Northern and Southern audiences in the BBC's market share and stimulating economic and other regional benefits, including creating up to 15,000 jobs. The BBC should set clearly defined expectations for its relationships with its commercial partners and make clear that they must pay their fair share of tax. The BBC's decision to enter into a 10-year contract with the Peel Group for studio space at Salford seems to take little account the fast pace of change in the broadcasting industry. The BBC could end up having to pay for studio services it no longer needs and become overly dependent on them. There is also dismay at the abandonment of the BBC's Digital Media Initiative at a cost to the licence fee payer of £100 million. Britain's participation in the Iraq war defines one of the most tumultuous periods in its political history. Driven by a desire to enhance the influence of the British government on the world stage, the decision to support the US-led invasion has severely disrupted the stability of international relations, produced rising disenchantment with the domestic political process, and has threatened to undermine the continued viability of the New Labour project. Yet these developments are also indicative of a far-deeper malaise. The events surrounding the war have clearly exposed the flaws and weaknesses that are inherent within the British democratic system. A deep-seated adherence to a top-down style of policy-making at the expense of more participatory and accountable forms of governance has been amplified by the internal structures of the New Labour government itself. The consequences have left an indelible mark on Britain's political landscape that will endure for many years.

In March 2006, the Government published its White Paper on the BBC ("A public service for all: the BBC in the digital age", Cm. 6763 (ISBN 9780101676328)) which set out the framework for the BBC's role as a public service broadcaster over the next ten years. Given the concerns that have been raised over the future sustainability of the current public service broadcasting system, the Committee's report examines a range of issues including: the prospects for maintaining plurality in public service broadcasting in the digital age; the practicality of continuing to impose public service obligations on commercial broadcasters; the viability of existing funding models for ITV, Channel 4 and Five; and the case for public funding of broadcasters in addition to the BBC. Amongst its findings, although the Committee notes its overall confidence in the viability of most types of public service content, it recognises that some content is already coming under pressure and that this is likely to increase over time. The report argues that the BBC should not be left as the only supplier of public service content in any area of programming, as the maintenance of plurality is an important public policy objective. Public funding, using licence fee income or general taxation, should be made available to all broadcasters on a contestable basis, to bring the benefits of competition to the provision of public service content that the market might not otherwise provide, such as UK­produced children's programming or regional programming.
