Hearing on two bills that would dramatically reform the prison industry programs, which are a crucial part of both State & Federal correctional programs. Their principal purpose is to teach work skills to inmates so that on their release from prison, they will be more likely to find & hold jobs & be less likely to become repeat offenders. One bill requires that the Bureau of Prisons invite private companies to bid for the right to operate a Federal industry program at all new Federal prisons. Another minimizes the unfair competition between Federal Prison Industries & private firms to provide to Federal agencies in their dealings with Federal Prison Industries the contract administration tools to assure quality performance.
