We are preparing a report. We intend to have open debate in order to assist us in our analysis and in formulating our position on these issues, and we would, of course, provide Congress and any other task force or anybody else with whatever assistance we can in this field. We want to stress to you again the importance of Congress and the Executive establishing, by legislation, national policy on the Postal Service role in the electronic message service market lace. We think that this is the type of decision that should be ma e only after full and open debate, With consideration of all the disadvantages and policy issues I have mentioned.
