The Chinese People's Liberation Army (PLA) continues to develop rapidly across all aspects, hardware, technology, personnel, and organizational structure, etc. The PLA's aerospace forces are, in many ways, leading that change. These include the PLA Air Force (PLAAF), PLA Naval Aviation, PLA Rocket Force (PLARF), and space and cyber assets affiliated with the PLA Strategic Support Force (PLASSF). This second edition from the China Aerospace Studies Institute (CASI), seeks to provide a brief primer on the trends affecting these forces and provide basic information about their composition and role today.This publication outlines the roles and missions of China's aerospace forces, the PLAAF and its five branches, the PLARF, and the PLASSF. It also identifies trends in PLA aerospace training and operational proficiency for these forces and discusses the near-term outlook. This publication is intended to serve as foundational work, capturing a snapshot of capabilities, and an outline of organizations and key personnel, while identifying trends underway at the time of its writing in early 2019.CASI supports the United States Defense Department and the China research community writ-large by providing high quality, unclassified research on Chinese aerospace developments in the context of U.S. strategic imperatives in the Indo-Pacific region. Primarily focused on China's Military Air, Space, and Missile Forces, CASI capitalizes on publicly available native language resources to gain insights as to how the Chinese speak to and among one another on these topics.With this second edition, CASI continues to describe the fundamentals in the field. Further research projects will expand on the framework laid out in this primer and will both expand and deepen public knowledge of developments in Chinese aerospace. While primarily focused on developments related to the services and branches of the PLA's aerospace assets and forces, CASI also explores topics and areas related to the support infrastructure, industrial base, and military-civil fusion, that combines together to form the overall China aerospace field.

As such, that is not the focus of this publication. Rather, this work is intended to serve as foundational work, capturing a snapshot of capabilities, and an outline of organizations, while identifying trends underway at the time ofits writing, late 2016 to summer 2017.

Presents revised and edited papers from a October 2010 conference held in Taipei on the Chinese Air Force. The conference was jointly organized by Taiwan?s Council for Advanced Policy Studies, the Carnegie Endowment for International Peace, the U.S. National Defense University, and the RAND Corporation. This books offers a complete picture of where the Chinese air force is today, where it has come from, and most importantly, where it is headed.

The tenor of U.S.-China relations for much of the first year of the administration of President George Bush. Bush was set by a crisis that need not have occurred. How the situation was handed and eventually resolved is instructive. It tells us about beleaguered communist leadership in the buildup to major generational transition (scheduled for late 2002 and early 2003) and the mettle of a democratically elected U.S. government tested early in its tenure by a series of foreign policy crisis and a carefully coordinated set of devastating terrorist strikes against the continental United States.

The Naval War College has expanded its expertise in the Asia-Pacific Rim region in recent years largely in response to the growing significance of the region to U.S. national security. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

The proliferation of counterspace weapons across the globe often calls into question what can be done to best protect satellites from attack. This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. This report captures a range of active and passive defenses that are theoretically possible and discusses the advantages and limitations of each. A group of technical space and national security experts supported the analysis by working through several plausible scenarios that explore a range of defenses that may be needed, concepts for employing different types of defenses, and how defensive actions in space may be perceived by others. These scenarios and the findings that resulted from subsequent conversations with experts are reported in the penultimate chapter of the report. Finally, the CSIS Aerospace Security Project team offers conclusions drawn from the analysis, actionable recommendations for policymakers, and additional research topics to be explored in future work.
