This volume grew out of the experience of the First Inter-American Congress on Philosophy of Technology, October 1988, organized by the Center for the Philosophy and History of Science and Technology of the University of Puerto Rico in Mayagiiez. The Spanish-language proceedings of that conference have been published in Carl Mitcham and Margarita M. Peiia Borrero, with Elena Lugo and James Ward, eds., El nuevo mundo de la filosofta y la tecnolog(a (University Park, PA: STS Press, 1990). This volume contains thirty-two papers, twenty-two summaries, an introduction and biographical notes, to provide a full record of that seminal gathering. Discussions with Paul T. Durbin and others - including many who participated in the Second Inter-American Congress on Philosophy of Technology, University of Puerto Rico in Mayagiiez, March 199- raised the prospect of an English-language proceedings in the Philosophy and Technology series. But after due consideration it was agreed that a more general volume was needed to introduce English-speaking readers to a growing body of literature on the philosophy of technology in the Spanish-speaking world. As such, the present volume includes Spanish as well as Latin American authors, historical and contemporary figures, some who did and many who did not participate in the first and second inter-American congresses.

This volume features essays that detail the distinctive ways authors and researchers in Spanish speaking countries express their thoughts on contemporary philosophy of technology. Written in English but fully capturing a Spanish perspective, the essays bring the views and ideas of pioneer authors and many new ones to an international readership. Coverage explores key topics in the philosophy of technology, the ontological and epistemological aspects of technology, development and innovation, and new technological frontiers like nanotechnology and cloud computing. In addition, the book features case studies on philosophical queries. Readers will discover such voices as Miguel Ángel Quintanilla and Javier Echeverría, who are main references in the current landscape of philosophy of technology both in Spain and Spanish speaking countries; José Luis Luján, who is a leading Spanish author in research about technological risk; and Emilio Muñoz, former head of the Spanish National Research Council and an authority on Spanish science policy. The volume also covers thinkers in American Spanish speaking countries, such as Jorge Linares, an influential researcher in ethical issues; Judith Sutz, who has a very recognized work on social issues concerning innovation; Carlos Osorio, who focuses his work on technological determinism and the social appropriation of technology; and Diego Lawler, an important researcher in the ontological aspects of technology.

In this collection we finally find the philosophy of technology, a young and rapidly developing area of scholarly interest, making contact with history of science and technology, and mainstream epistemological and metaphysical issues. The sophistication of these papers indicates the maturity of the field as it moves away from the advocacy of anti-technology ideological posturing toward a deeper understanding of the options and restraints technological developments provide. The papers presented here take us over a threshold into the real world of complicated social and technological interactions where science and art are shown to be integral to our understanding of technological change, and technological innovations are seen as configuring our knowledge of the world and opening up new possibilities for human development. With its rich historical base, this volume will be of interest to all students concerned about the interactions among technology, society, and philosophy.

The emphasis on the realm of Science, Technology and Society or Science and Technology Studies may have the same degree of relevance that the “historical turn” had in the past. It is a “social turn” which affects philosophy of science as well as philosophy of technology. It includes a new vision of the aims, processes and results of scientific activities and technological doings, because the focus of attention is on several aspects of science and technology which used to be considered as secondary, or even irrelevant. This turn highlights science and technology as social undertakings rather than intellectual contents. According to this new vision, there are several important changes as to what should be studied the objects of research, how it should be studied the method and what the consequences for those studies are. The new focus of attention can be seen in many changes, and among them are several of special interest: a) from what science and technology are in themselves (mainly, epistemic contents) to how science and technology are made (largely, social constructions); b) from the language and structure of basic science to the characteristics of applied science and the applications of science; c) from technology as a feature through which human beings control their natural surroundings (a step beyond “technics” due to the contribution of science) to technology as a social practice and an instrument of power; and d) from the role of internal values necessary for “mature science” and “innovative technology” to the role of contextual or external values (cultural, political, economic ...) of science and technology. Wenceslao J. Gonzalez is professor of logic and philosophy of science at the University of A Coruña (Spain). He has been vicedean of the School of Humanities and president of the Committee of Doctoral Programs at the University. He has been a visting researcher at the Universities of St. Andrews, Münster and London (London School of Economics), as well as Visiting fellow at the Center for Philosophy of Science, University of Pittsburgh. He has given lectures at the Universities of Pittsburgh, Stanford, Quebec and Helsinki. The conferences in which he has participated include those organized by the Universities of Uppsala, New South Wales, Bologne and Canterbury (New Zealand). He has edited 20 volumes and published 70 papers. He is the editor of the monographic issues on Philosophy and Methodology of Economics (1998) and Lakatos’s Philosophy Today (2001). His writings include “Economic Prediction and Human Activity. What does it mean to think about technology philosophically? Why try? These are the issues that Carl Mitcham addresses in this work, a comprehensive, critical introduction to the philosophy of technology and a discussion of its sources and uses. Tracing the changing meaning of "technology" from ancient times to our own, Mitcham identifies the most important traditions of critical analysis of technology: the engineering approach, which assumes the centrality of technology in human life; and the humanities approach, which is concerned with its moral and cultural boundaries. Mitcham bridges these two traditions through an analysis of discussions of engineering design, of the distinction between tools and machines, and of engineering science itself.
