Promoting integrity in subnational government can be a challenge, but it is crucial. Indeed, it is often at this level where trust in government is forged, and where actions to promote integrity have the greatest impact. This report looks at efforts in Peru to introduce an integrity function at regional government level. It analyses how regions are implementing this function and proposes concrete recommendations for improvement. The report also looks at how to improve the impact of Regional Anticorruption Commissions and how national actors, in particular the Peruvian Secretary of Public Integrity, can provide support to the integrity function and system at the regional level.

Public procurement is becoming a strategic tool in Peru for achieving key policy objectives. The legislative reforms enacted in 2016 indicate a strong commitment from the government to modernise the public procurement system. In fact, the system is currently going through a transitional period, moving from excessive formalities and complex tendering processes to prioritizing results and value for money. This report examines ongoing public procurement reforms in Peru, focusing on issues such as procurement processes, participation in tenders, and the culture of integrity in the public procurement process. It provides guidance to help Peru implement reforms that enhance the efficiency, transparency and accountability of the system.

This report analyses current public financial management practices in Peru in light of OECD recommendations and good practices, and identifies areas where Peru could improve. It focuses on four areas: budgetary practices and governance; treasury modernisation and cash management systems; ensuring a fiscally sustainable, competitive pay regime for the Peruvian public sector; and public infrastructure programming, budgeting and management.
