This book discusses policy strategies for the effective management of natural resources in Africa within the context of the United Nations’ Sustainable Development Goals (SDG). While natural resource wealth has the potential to lift many out of poverty, sustain economic growth, and foster political stability, it does not guarantee these benefits. The absolute levels of human development in many resource-rich countries remain low, despite their apparent wealth. The challenge is to adopt policies that better harness the potential of natural resources, not only as an opportunity for development, but also to foster policies and institutional innovations that manage resource wealth equitably and boost human capital. To this end, this volume highlights key opportunities and solutions for harnessing natural resources for sustained economic development and explain how such approaches should be incorporated into the SDG agenda. These opportunities are communicated in the form of policy recommendations that in some cases, are country specific but can (and should) be adapted by individual African countries where applicable. With a broad perspective supplied by a diverse group of authors, this book will be useful for graduate students and academicians studying Africa, development economics, economic policy, and resource management, as well as policy makers, NGOs, and IGOs.

Forword It was agriculture that enabled human beings to become producers rather than hunters and gatherers, and in doing so to settle into communities. From these earliest settlements have developed the elaborate and complex societies of today. During all these millennia, we have tended to take agriculture for granted. This is unfortunate, and unfair by all those - farm men and women in the fields, scientists in their laboratories, and policy makers in parliaments and elsewhere, for instance - who have contributed to the development of agriculture; an enterprise that is as significant as it is exciting. The history of modern agriculture which has made possible the greatest leap in well-being that the human family has yet experienced, has seen the integration of research-based knowledge with traditional wisdom to bring about great improvements in agricultural varieties, farming techniques and management practices. The consequence of that “marriage” has been undreamed of increases of food productivity which served as the center of concentric circles of progress. Understanding that process and, more important, the substance that made - and can continue to make - that process work, is the task of agricultural education. The origins of agricultural education as we know it today, and the challenges that lie ahead of it, are the central themes of this marvelous little book by Dean Lindsay Falvey. This is a very personal book. It is not just a scholarly recounting of events, an arid collection of theories, or a series of anecdotal episodes strung together. It bespeaks intense knowledge of the subject and material as well as personal experience in the field. Most of all, however, it presents agricultural education as a societal endeavor whose future development is of clear relevance to the progress of all people everywhere. It is presented with a rare combination of erudition and a warm sense of humanity. The major challenge for the future, as he points out, is for agricultural education to explore and fully comprehend the complex interactions of science, people, and the environment; to strengthen its relevance by grappling with the scientific issues, both national and international, that affect the continued transformation of agriculture and the protection of the natural resources on which agriculture depends. For all those like myself who believe that agriculture and agricultural research, more specifically, stand at the very heart of the future of humanity, it is important to be aware of the strength and the weaknesses of current agricultural education. It is only from that starting point that we can move towards ensuring that agricultural education remains relevant, interesting, and vibrant. Dean Falvey makes a signal contribution to helping us acquire such understanding. He makes the material easily accessible in an engaging and “user friendly” style. He has organized his text in such a way that it can attract many classes of readers. Food and Natural Resources provides an understanding of the interdependency of food and natural resources that affect society. It is hoped that through these discussions a more complete understanding of these timely issues will emerge. This base of knowledge will help individuals and government leaders develop and implement the types of programs that will result in the effective use and management of land, water, energy, and biological resources for improved food production and a higher standard of living for everyone. The book begins by examining the intrinsic dynamics of natural ecosystems—especially the land, water, atmosphere, energy, and biological components. This is followed by chapters on the availability and interrelationships between population size, arable land, water, energy, and other biological resources; the loss of wild species of plants and animals; the availability of agricultural land for crops and livestock; and the impact of land degradation on food and other resources. Subsequent chapters discuss water use in agriculture; the mechanization of agriculture and food production; the principles and practices that can make agriculture environmentally and economically sound and sustainable; and the impact of population growth on the environment and food supply.

The complex and dynamic interlinks between natural resource management (NRM) and development have long been recognized by national and international research and development organizations and have generated voluminous literature. However, much of what is available in the form of university course books, practical learning manuals and reference materials in NRM is based on experiences from outside Africa. Managing Natural Resources for Development in Africa: A Resource Book provides an understanding of the various levels at which NRM issues occur and are being addressed scientifically, economically, socially and politically. The book's nine chapters present state-of-the-art perspectives within a holistic African context. The book systematically navigates the tricky landscape of integrated NRM, with special reference to Eastern and Southern Africa, against the backdrop of prevailing local, national, regional and global social, economic and environmental challenges. The authors' wide experience, the rich references made to emerging challenges and opportunities, and the presentation of different tools, principles, approaches, case studies and processes make the book a rich and valuable one-stop resource for postgraduate students, researchers, policymakers and NRM practitioners. The book is designed to help the reader grasp in-depth NRM perspectives and presents innovative guidance for research design and problem solving, including review questions, learning activities and recommended further reading. The book was developed through a writeshop process by a multi-disciplinary team of lecturers from the University of Nairobi, Egerton University, Kenyatta University, the University of Zimbabwe, the University of Malawi, Makerere University and the University of Dar es Salam. In addition, selected NRM experts from regional and international research organizations including the World Agroforestry Center (ICRAF), the Africa Forest Forum, RUFORUM, IIRR and the International Development Research Centre (IDRC) participated in the writeshop and contributed material to the book.

The Food and Agriculture of the United Nations (FAO) is concerned with problems of conserving the human environment. Agriculture changes the environment. The natural productive resources of soil and water have been increasingly degraded by a range of industries and activities for beyond the agricultural sector. Complications result from the large percentage of the world population suffering from undernourishment and Starvation that does not allow a releave of pressure on agricultural resources. FAO programs have demonstrated that food production can be maintained without harmful effects. General terms of FAO concern, dangers to the environment, and developing programs to answer the environmental threat are explained. Specific topics include man as an environmental force, conservation measures, agricultural hazards, food production, endangered species, waste, and the proper utilization of natural resources.
