Thailand’s Southern Border Provinces (SBPs) are comprised of Pattani, Yala, Narathiwat, and four districts of Songkhla provinces. The region is home to Malay-speaking Muslims, with enclaves of Thai Buddhists and ethnic Chinese communities. It is also the site of a long-running Pattani independence movement that has been driven by armed insurgent forces, wracking the region in deadly violence that has killed over 7,000 civilians since 2004. At the heart of the conflict is a struggle for the right to self-determination for the Malay Muslim population, including the right to social and political participation, non-discrimination and the recognition of their identity, language and culture. Whilst Thailand has made improvements in promoting the rights of persons with disabilities in recent years, this group continues to face significant vulnerabilities and barriers to their full participation in society. The situation is especially acute for persons with disabilities in the SBPs, who continue to be neglected by policies that are meant to address their needs in the wider context of disability rights in Thailand while also being overlooked in efforts to reduce conflict and increase development in the region, deepening their marginalization from the wider society. This report aims to highlight the forms of discrimination faced by minorities with disabilities in the SBPs of Thailand. This report is written from the standpoint that intersectional discrimination on the grounds of disability and minority or other statuses cannot be separated, and therefore needs to be highlighted and addressed by relevant organizational bodies at the local, national and international levels. It is in this context that Minority Rights Group, in partnership with the Institute of Peace Studies, Prince of Songkhla University (IPS), the Center for Conflict and Cultural Diversity (CSCD) and the Southern Association of Disabilities collected data through a series of interviews and focus group discussions that took place in August and September 2020 and in July 2021 in Songkhla, Narathiwat, Pattani, and Yala Provinces. Representing an often overlooked population, this book explores the experiences of LGBTQ+ youth in Asian countries. Contributors focus on LGBTQ+ youth’s school life experiences, including bullying and violence, a pervasive and serious problem. This book aims to inform psychologists, mental health providers, and school professionals about the needs of LGBTQ+ youth from eight different Asian countries. Individual chapters present unique aspects of LGBTQ+ youth experiences in school contexts from different cultural perspectives. In addition, the intersectionality of LGBTQ+ and other minorities (including ethnicity, religion, and social class) highlights multiple sources of oppression or discrimination that can create additional pressures and stress for youth. The concepts of inter-minority conflict and inter-minority empathy are introduced to understand minority issues from new perspectives. This is a valuable reference for psychologists, social workers, counselors, nurses, mental health professionals, and students, whether preparing for general practice, treating LGBTQ+ clients, or supporting LGBTQ+ youth in schools around the world.

This report tries to put boundaries around the abstraction that is "social inclusion". It is intended for policy makers, academics, activists and development partners - indeed anyone who is curious about how to address inclusion in a world that is witness to intense demographic, spatial, economic and technological transitions. Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.
