Ce Liber Amicorum, qui rend hommage à Gilles de Kerchove, coordinateur de l’Union européenne pour la lutte contre le terrorisme de 2007 à 2021, dresse le bilan de ce qui a été mené dans ce secteur ces dernières années et se penche également sur les défis à venir. Après une introduction retraçant le parcours du récipiendaire, la première partie se penche sur différents aspects de la coopération au sein de l’Union européenne, allant du mandat d’arrêt européen, à la protection des droits fondamentaux en passant par le rôle de certaines institutions ou agences de l’UE. La deuxième partie traite de la coopération entre l’UE et le reste du monde, qu’il s’agisse d’organisations mondiales ou de certains États en particulier, comme les États-Unis. La troisième partie, plus transversale, rassemble des contributions diverses touchant notamment à l’État islamique, au financement du terrorisme, aux victimes et aux nouvelles technologies. L’ouvrage se clôt par une quatrième partie relative à la prévention, à la lutte contre la radicalisation, aux valeurs, à la liberté de la presse et à la littérature. Les auteurs, issus de diverses parties du monde, présentent des profils très divers, parmi lesquels d’éminentes figures politiques, des fonctionnaires européens, des académiques, des magistrats et des journalistes. After an introduction tracing the recipient’s background, the first part looks at different aspects of cooperation within the European Union, ranging from the European arrest warrant, to the protection of fundamental rights and the role of certain EU institutions or agencies. The second part deals with cooperation between the EU and the rest of the world, both with global organisations and with specific States, such as the United States. The third, cross-cutting part brings together various contributions relating to the Islamic State, the financing of terrorism, victims and new technologies. The book concludes with a fourth part on prevention, the fight against radicalisation, values, freedom of the press and literature. The authors come from various parts of the world and present a wide range of profiles, including prominent political figures, EU officials, academics, magistrates and journalists. The book was coordinated by Dr. Christiane Höhn, Principal Advisor to Gilles de Kerchove, Isabel Saavedra, his Personal Assistant and Prof. Anne Weyembergh, Professor at the Université libre de Bruxelles (ULB).

Although there is a vast body of literature covering the ongoing debates concerning the novelty and gravity of the contemporary terrorist threat, as well as the most appropriate response to it, few authors have thus far analysed the complex set of counterterrorism measures that both the individual Member States and the European Union (EU) have attempted to develop. This volume offers a critical analysis of the measures the European Union has taken to combat terrorism and how, in a number of key areas, EU counterterrorism policy is more of a paper tiger than an effective counterterrorism device. Several legal EU counterterrorism instruments have not been properly implemented at the national level and questions have been raised regarding their effectiveness, appropriateness, and proportionality. The capabilities of EU agencies in the area of counterterrorism remain rather weak and the EU Counterterrorism Coordinator does not have any real powers apart from persuasion. However, this does not mean that EU level action cannot offer any value-added in the fight against terrorism. There are several areas where the EU can provide genuine value-added in the fight against terrorism due to the transnational nature of the contemporary terrorist threat and the nature of a borderless Europe.

This book examines the evolution of counter-terrorism (CT) policies in liberal democracies since 2001, with a specific focus on the case of Belgium. What is counter-terrorism (CT)? While the answer to this question may seem self-evident, it has become quite complicated to define the contours of a field that has expanded dramatically in the two decades since the 9/11 attacks. The development of "softer" policies, dealing with the prevention of radicalisation, has blurred the limits of CT. Through the use of public policy theory and an in-depth case study on Belgium, the book identifies the key factors influencing CT policy-making, both domestically and internationally, and offers an explanation for the development of a more comprehensive CT agenda across Europe. It provides an innovative theoretical approach and is also based on extensive interviews with key counter-terrorism officials and analysis of key policy documents. The book concludes by identifying some key drivers of change and offers an embryonic theory of CT policy-making. The book will be of much interest to students and practitioners of counter-terrorism, radicalisation, European politics and security studies.

An unprecedented number of people is currently on the move seeking refuge in Europe. Large parts of European societies respond with anxiety and mistrust to the influx of people. Nationalist, anti-migrant parties from Slovakia over Germany to the UK have gained increasing support among the electorate and challenge the political mainstream. Europe is struggling how to respond. While the search for solutions is ongoing one pattern seems to be emerging: Fortress Europe is in the making. Unfortunately, few of these discussions and measures consider the structural root causes and dynamics of migration, the motives of migrants or societal challenges more thoroughly. This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. In doing so, it identifies why receiving countries are in many ways part of the problem. To eschew an overtly Euro-centric perspective and stimulate a debate between science and politics, it contains contributions by academics and practitioners alike from both shores of the Mediterranean.
