The need to find ways of combating Juvenile delinquency-is assuming new urgency and importance for us all. During the past few years an increasingly large number of our young people have "been coming before the courts. During the next few years, when there will be more boys and girls of Juvenile-court age than ever before, this trend may become most acute. Certainly there will be more young people to help keep out of trouble. Those who are in conflict with the law will need help if their delinquency is not to become a permanent pattern of behavior.

Even though youth crime rates have fallen since the mid-1990s, public fear and political rhetoric over the issue have heightened. The Columbine shootings and other sensational incidents add to the furor. Often overlooked are the underlying problems of child poverty, social disadvantage, and the pitfalls inherent to adolescent decisionmaking that contribute to youth crime.
