Japan has increasingly emphasized democracy assistance since the mid-2000s, such that it now constitutes a major part of Japan’s foreign policy. This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.

Soft power has tended to be overlooked in the field of international relations, often dismissed as lacking relevance or robustness as a theoretical concept. This book seeks to expand upon the idea of ‘soft power’ in international relations and to investigate how it actually functions by looking at three case studies in Japan-China relations during the post-war period. These cases involve the action of Japan’s soft power in China due to the activities of agents at three levels in society: the state level (an agency of the central government), the sub-state level (a local government), and at the non-state level (a non-governmental organisation). In addition, a major theme of the book is to examine the role of important international actors whose roles are not covered sufficiently in international relations discourse. Utpal Vyas demonstrates ways in which soft power is a useful analytical tool to understand relations between China and Japan in the early 2000s. The case studies help to reveal the complexities of interaction between China and Japan beyond the usual state-level analyses and offer a valuable resource for the study of Sino-Japanese relations and IR in general. Japan's use of Soft power in its international politics is as yet understudied. Soft power presents as many challenges as promises. This book explores the way Japan uses soft power in its relationship with the US, its Asian neighbours and Europe and aims to contribute to a deeper understanding of the role of soft power in international relations. Hard power, on the other hand, is more tangible and has received far greater scholarly scrutiny than soft power. However, as this collection makes clear, hard power has its limitations and counterproductive consequences as an instrument of policy. This book makes it clear that hard power alone will not provide Japan with the peace and security it desires. A smart balancing or mixture of hard and soft power is required. Is Japan up to this challenge? While this book cannot give a definitive answer to this question, the excellent line-up of contributors present their best analyses of the effectiveness of Japan's current attempt at balancing the two components of national power in meeting its bilateral and multilateral security challenges.
