It is well documented that the space of informal economic activity is rising across the globe. This rise has been particularly significant in the least developed and developing countries, especially after the onset of neo-liberal policies and withdrawal of welfare state. There has also been a shift in academic thinking on informal sector, with attempts being made to understand the contribution of informal sector in generating employment and economic growth rather than focusing solely on exploitative labour conditions in these economic activities. Indeed, with the retreat of welfare state and the introduction of contract labour in the formal sector, many issues related to occupational hazards and improper labour conditions do not remain unique to the informal sectors of the economy, particularly in less developed countries. This volume addresses a specific concern: the issue of knowledge generation and innovative activities, which lies at the core of sustained competitive advantage of these activities. The chapters in this book were originally published in the African Journal of Science Technology Innovation and Development.

Conditional cash transfer programs are based on a simple, yet powerful premise: creating adequate incentives today to stimulate the accumulation of human capital in poor families can provide future generations with the opportunity to generate their own higher incomes. Looking at the experience of Progresa-Oportunidades--the oldest such program whose results after 10 years provide valuable lessons--offers the opportunity to examine whether the youth of Progresa-Oportunidades, in a not too distant future, will be able to find productive jobs that allow them to escape the poverty that has trapped their parents. In this study, Santiago Levy looks at this question from an innovative perspective, analyzing how the intrinsic structure of incentives created by a set of social policies can aid or inhibit the achievement of the principal objective of Progresa-Oportunidades: to break the intergenerational transmission of poverty. This study can help spark a discussion in many countries on the links between social policy, productivity growth and, in turn, poverty reduction.

Informal workers make up over two billion workers or about 50% of the global workforce. Surprisingly, scholars know little about informal workers' political or civil society participation. An informal worker is anyone who holds a job and who does not pay taxes on taxable earnings, does not hold a license for their work when one is required, or is not part of a mandatory social security system. For decades, researchers argued that informal workers rarely organized or participated in civil society and politics. However, millions of informal workers around the world start and join unions. Why do informal workers organize? In countries like Bolivia, informal workers such as street vendors, fortune tellers, witches, clowns, gravestone cleaners, sex workers, domestic workers, and shoe shiners come together in powerful unions. In South Africa, South Korea, and India, national informal worker organizations represent millions of citizens. The data in this book finds that informal workers organize in nearly every country for which data exists, but to varying degrees. This raises a related question: Why do informal workers organize in some places more than others? The reality of informal work described in this book and supported by surveys in 60 countries, over 150 interviews with informal workers in Bolivia and Brazil, ethnographic data from multiple cities, and administrative data upends the conventional wisdom on the informal sector. The contrast between scholarly expectations and emerging data underpin the central argument of the book: Informal workers organize where state officials encourage them to.
