This volume calls upon over a dozen Indus observers to imagine a scenario for the Indus basin in which transboundary cooperation over water resources overcomes the insecurity arising from water dependence and scarcity. From diverse perspectives, its essays examine the potential benefits to be gained from revisiting the 1960 Indus Waters Treaty, as well as from mounting joint efforts to increase water supply, to combat climate change, to develop hydroelectric power, and to improve water management. The Indus basin is shared by four countries (Afghanistan, China, India, and Pakistan). The basin’s significance stems in part simply from the importance of these countries, three of them among the planet’s most populous states, one of them boasting the world’s second largest economy, and three of them members of the exclusive nuclear weapons club. However, the basin’s significance stems also from the great importance of the Indus waters themselves – due especially to the region’s massive dependence on irrigated agriculture as well as to the menace of climate change and advancing water scarcity. The “Industan” this volume imagines is a definite departure from business as usual responses to the Indus basin’s emerging fresh water crisis. The objective is to kindle serious discussion of the cooperation needed to confront what many water experts believe is developing into one of the planet’s most gravely threatened river basins. It is thus both assessment of the current state of play in regard to water security in the Indus basin and recommendation about where to go from here.

A River Flows Through It: A Comparative Study of Transboundary Water Disputes and Cooperation in Asia explores water disputes in Asia and addresses the question of how states sharing a river system can be incentivized to cooperate. Water scarcity is a major environmental, societal, and economic problem around the world. Increasing demand for water as a result of rapid economic development, high population growth and density has depleted the world’s water resources, leading to floods, droughts, environmental disasters, and societal displacement. Shared river basins are therefore often a source of tension and conflict between states. In regions where relations between countries have historically been conflictual, scarce river water resources have exacerbated tensions and have even sparked wars. Yet, more often than not, states sharing a river basin are able to come to some form of agreement, whether they are far-reaching ones such as water-sharing agreements or those that are more limited such as the sharing of hydrological data. Why do riparian states cooperate, especially when power asymmetries between upstream and downstream countries are characteristic of transboundary river basins? How do non-state actors affect the management of international rivers? What are the conditions that facilitate or hinder cooperation? This book wrestles with these questions by exploring water disputes and cooperation in the major river systems in Asia, and by comparing them with cases in Africa, Europe, and the United States. A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. Overall, the contributors propose a more hopeful and positive engagement among the world’s nations as they pursue the economic and social benefits derived from natural resources, while maintaining the ecological processes on which they depend.

Collective Action is now recognized as central to addressing the water governance challenge of delivering sustainable development and global environmental benefits. This book examines concepts and practices of collective action that have emerged in recent decades globally. Building on a Foucauldian conception of power, it provides an overview of collective action challenges involved in the sustainable management and development of global freshwater resources through case studies from Africa, South and Southeast Asia and Latin America. The case studies link community-based management of water resources with national decision-making landscapes, transboundary water governance, and global policy discussion on sustainable development, justice and water security. Power and politics are placed at the centre of collective action and water governance discourse, while addressing three core questions: how is collective action shaped by existing power structures and relationships at different scales? What are the kinds of tools and approaches that various actors can take and adopt towards more deliberative processes for collective action? This book uses an innovative people-centered approach to the Kashmir problem to shed new light on why postcolonial partitions remain unfinished and why the wounds of postcolonial nation-state formation in South Asia continue to fester.
