As an annual event, The 3rd International Conference Community Research and Service Engagements (IC2RSE) 2019 continued the agenda to bring together researcher, academics, experts and professionals in examining selected theme by applying multidisciplinary approaches. In 2019, this event will be held in 4 December at Florida-Maryland Room, JW Marriot Hotel. The conference from any kind of stakeholders related with Education, Information Technology, Mathematics and Social Related Studies. Each contributed paper was refereed before being accepted for publication. The double-blind peer reviewed was used in the paper selection.

We are delighted to deliver the Proceedings of the 3rd International Conference on Innovation in Education, Science and Culture (ICIESC). This conference was organized by Research and Community Service Centre of Universitas Negeri Medan (LPPM UNIMED) held virtually on 31 August 2021. By raise up the main theme of Leading Recovery: “The New Innovation in Education, Science and Culture After a Global Pandemic”, the 3rd ICIESC conference shows up several interested topics as a Science Education, Vocational Education, Social Science and Humanities, Management Innovation and Heritage Culture. Some of the topics been interested topic and important to be discussed. With the number participant is 180 participants, who came from Universitas Negeri Medan, Universitas Negeri Makasar, Widyagama University of Malang, Rizal Technological University, Philippine, Sholom-Aleichem Priamursky State University Rusia, Thu Dau Mot University Vietnam. ICIESC consists of 79 papers. The double blinds review process was employed by committee to evaluate all papers, whose members are highly qualified independent researchers in the ICIESC topic area. It has been our privilege to convene this conference. Our sincere thanks, to the conference organizing committee; to the Program Chairs for their wise advice and brilliant suggestion on organizing the technical program and to the Program Committee for their through and timely reviewing of the papers. Recognition should go to the Local Organizing Committee members who have all worked extremely hard for the details of important aspects of the conference programs and social activities. This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies.

Beyond Training examines the nature of second language teacher development and how teachers' practices are influenced by their beliefs and principles. It seeks to move discussion of language teacher development beyond the level of "training," which reflects a technical view of specific teaching practices. Instead, it takes a more holistic approach to teacher development built on the notion of the teacher as critical and reflective thinker. The argument pursued throughout is that teacher education needs to engage teachers not merely in the mastery of techniques, but in an exploration of the knowledge, beliefs, and attitudes that underly their teaching practices.

The Asia-Pacific region needs to maximize the benefits of education to enable it to compete in an economic future dominated by innovation, in which assessing student progress must be an empowering rather than delimiting factor. This detailed exposition of the theoretical basis and application tools of self-directed learning-oriented assessment (SLOA) reflects the very latest research championed by the Assessment Research Centre at The Hong Kong Institute of Education. Featuring a range of relevant case studies, it explores the varied theoretical issues related to SLOA and offers an integrated view of the system fully in line with the constructivist paradigm of learning which advocates formative rather than summative assessment. Many of the initiatives outlined here are firsts in the region. SLOA is already being applied in many schools with links to the ARC. It is an approach to assessment that acknowledges the centrality of self-directed learning and which positions assessment as a tool to enable and enhance self-directed learning. It draws on several theories of learning and assessment, including the constructivist notion that learning is best achieved when students take ownership of their educational process, setting their own goals and monitoring their own progress towards those goals. SLOA has been the research and service approach of the ARC since 2005. In the intervening years the centre has developed a number of tools to facilitate SLOA learning and assessment, including vertical ability scales, teacher-friendly computer software and packages for self-directed learning.
