An investigation of the role of learning and its impact on policy change, as exemplified in European Union climate policy integration. Although learning is often considered an important factor in effective environmental governance, it is not clear to what extent learning affects decision making and policy outcomes. In this book, Katharina Rietig examines the role of learning—understood as additional knowledge or experience that is taken into account by policymakers—in earth system governance and policy change. She does this by examining learning in European Union climate policy integration, looking in detail at the examples of the Renewable Energy Directive, its controversial biofuels component, and the greening measures in the Common Agricultural Policy. To examine how learning occurs in the policy process, how to differentiate aspects of learning, and under what conditions learning matters for policy outcomes, Rietig introduces the Learning in Governance Framework, applying it to analyze the EU examples. She finds that policy outcomes are affected through leadership of policy entrepreneurs, who use previously acquired knowledge and past experience to achieve outcomes aligned with their deeper beliefs and policy objectives. She concludes that learning does matter in governance as an intervening variable and can affect policy outcomes in combination with dedicated leadership by policy entrepreneurs who act as learning brokers. Bargaining dominates the policymaking process among actors who represent the interests of different organizations. Rietig’s theoretical framework, empirical studies, and nuanced analysis offer a new perspective on the relevance of learning in earth system governance.

Concerns over affordability and accountability have tended to direct focus away from the central aims of liberal learning, such as preparing minds for free inquiry and inculcating the habits of mind, practical skills, and values necessary for effective participation in civil society. The contributors to this volume seek to understand better what it is that can be done on a day-to-day basis within institutions of liberal learning that shape the habits and practices of civil society. The central argument of this volume is that institutions of liberal learning are critical to a developing and flourishing civil society. It is within these "civil society incubators" that the habits of open discourse are practiced and honed; that a collaborative (often contentious) commitment to truth seeking serves as the rules that govern our work together; that the rules of personal and widespread social cooperation are established, practiced, and refined. Sustainability cannot be achieved without good governance. The Johannesburg World Summit on Sustainable Development in 2002 stated that governance and sustainable development are intimately tied together and the future role and architecture of institutions, from local to international levels, will be crucial determinants to whether future policies and programmes for sustainable development will succeed. But these are changing times. With growing tensions over both globalization and regionalization, traditional systems of regulation are being subjected to growing pressure for reform. While states will continue to play a significant, if changed, role in the future, the importance of players from business and civil society is increasing. Sustainable development requires this change. Such an intra- and intergenerational concept cannot be achieved with a top-down approach, but rather needs the participation of all. In fact, the governance of sustainable development requires the exploration of new forms of both social co-operation and confrontation. By doing so, the different levels (global and local), players (state, company and civil society), control structures (hierarchy, market and public-private) and fields of action need to be taken into consideration.Governance and Sustainability examines the possibilities of integrating the environmental, social and economic dimensions of sustainable development within the framework of governance processes and how that might steer societies towards sustainability. It takes a close look at the key actors, their agendas and methods, forms of organization, problems and limits, as well as real-life examples for governance in different areas of society at the regional, national and international level. It is especially interested in exploring the nature of changes in the context of governance; the role of actors in such processes; and analysing how different forms of societal learning can improve governance processes.
