In Germany, Grand Coalitions of the two major parties - the Christian Democrats (CDU/CSU) and the Social Democrats (SPD) - generally have a bad reputation. Hence, the CDU/CSU-SPD government under Angela Merkel (2005-2009) was neither the parties' nor the citizens' preferred choice, its performance was seen quite critical from the outset, and it was finished without further ado after the 2009 federal election. Has the Grand Coalition 2005-2009 been a single episode or rather a turning point for German politics? The author uses previously unpublished research into Red-Green coalitions in the German Lander in order to understand more clearly the nature of the pressures acting upon Germany's first national coalition between the Social Democrats and the Greens. Charles Lees argues that the Red-Green coalition is best understood as part of an ongoing process of political co-operation between two distinct and often antagonistic parties. Grounded and introduced in the context of recent work on coalition theory and public policy analysis, the book examines the trail of political trial and error that has led the two parties from the mutual suspicion of the early 1980s to being partners in national government today. Drawing on the political history of Red-Green coalitions in Germany, the author explains why Chancellor Schroeder's 1998 election triumph provoked such excitement and why his government's subsequent political travails could have been predicted.

U.S. officials and many experts hope for improvement in U.S.-German bilateral relations under the Merkel-led government,. Merkel has given priority to reducing the strains in transatlantic relations, as well as improving negative German public opinion regarding the United States. The new German government is unlikely to fundamentally change the German stand on Iraq, meaning that it will provide some financial and training assistance outside Iraq, but no miliary personnel on the ground. It is likely to continue to take a lead in efforts to stabilize Afghanistan. Chancellor Merkel is expected to continue Germany's domestic and international efforts to combat terrorism. The United States, Germany, and the EU are working together to oppose Iran's development of nuclear weapons. Chancellor Merkel has indicated that she will not support a lifting of the EU arms embargo against China, which the United States also opposes. A number of differences are likely to continue even under the Merkel government, such as on the treatment of terror suspect prisoners, extra-judicial "renditions," environmental policy, and the International Criminal Court. Chancellor Merkel's first official visit to Washington and her talks with President Bush on January 13, 2006, were designed to demonstrate that a new positive chapter had opened in bilateral relations, although differences were discussed candidly.
