Politics and Institutions - the Nordic Council, Sweden, Lithuania and Russia explores the politics around the establishment, development and transformation of gender equality institutions in the Nordic countries (on the example of Sweden), in the former communist countries east of the Baltic Sea region (the example of Lithuania) and in the northwestern part of Russia. The authors analyze the interplay between the internationalization and Europeanization of gender equality on the one hand and national and local contexts on the other. Gender Equality on a Grand Tour also is the first study to explore the role of one of the leading transnational actors in the region - the Nordic Council and the Nordic Council of Ministers - in gender equality institutionalization in the Baltic Sea region.

It analyses the institutional and highly political processes whereby actors – be they local, national, regional or trans-national – engage with global norms of gender equality. The editors bring together key thinkers who emphasise how context and history effect norm engagement and how particular groups and actors tend to be marginalised from discussions of global norms. By proposing a situated approach that underlines the contingent, multi-level processes that occur when actors interpret, use, manipulate, bend, or betray norms, notions of norm diffusion are fundamentally challenged. This book makes a further crucial contribution to the study of norms and gender equality in global governance by analysing very different empirical contexts, from New Delhi and St. Petersburg to the Organisation of American States, and from Kampala and New York to the European Union.

The terms ‘Nordic’ and ‘Scandinavian’ are widely used to refer to the politics, society and culture of Denmark, Finland, Iceland, Norway and Sweden. But why have people felt the need to frame things as Nordic and why has the adjective Nordic become so prominent? This book adopts a rhetorical approach, analysing the speech acts which have shaped the meanings of the term. What do the different terms Nordic and Scandinavian have in common, and how have the uses of these terms changed in different historical periods? What accounts for the apparent upsurge in uses of the rhetoric of Nordicness in the 2010s? Drawing on eight case studies of the uses of Nordic and Scandinavian from the nineteenth century to the present day, the book explores the appeal and the flexibility of the rhetoric of Nordicness, in relation to race, openness, gender equality, food, crime fiction, Nordic co-operation and the Nordic model. Arguing that ‘Nordic’ and ‘Scandinavian’ are flexible and contested concepts that have been used in different, often contradictory and inherently political ways, the book suggests that the usage of the term has evolved from a means of creating a cultural community, to forging political co-operation and further to marketing models in politics and popular culture. The rhetorical approach also shows how many of the hallmarks of Nordic political culture, such as the Nordic model, Nordic gender equality or Nordic openness are more recent conceptualisations than usually assumed. As such, the book argues for the need to turn attention away from analysing the different components of Nordicness into studying how, when, and for what purpose different features were made Nordic.

This book provides a new perspective through a closer look on “Other”, i.e. ethnic minority women defined by the Soviet documents as natsionalka. Applying decolonial theory and critical race and whiteness studies, the book analyzes archive documents, early Soviet films and mass publications in order to explore how the “emancipation” and “culturalization” of women of “culturally backward nations” was practiced and presented for the mass Soviet audience. Whilst the special focus of the book lies in the region between the Volga and the Urals (and Muslim women of the Central Eurasia), the Soviet emancipation practices are presented in the broader context of gendered politics of modernization in the beginning of the 20th century. The analysis of the Soviet documents of the 1920s-1930s not only subverts the Soviet story on “generous help” with emancipation of natsionalka through uncovering its imperial/colonial aspects, but also makes an important contribution to the studies of imperial domination and colonial politics. This book is addressed to all interested in Russian and Eurasian studies and in decolonial approach to gender history.
