In the wake of the considerable cultural changes and social shifts that the United States and all advanced industrial democracies have experienced since the late 1960s and early 1970s, social discourse around the disempowered has changed in demonstrable ways. In From Property to Family: American Dog Rescue and the Discourse of Compassion, Andrei Markovits and Katherine Crosby describe a “discourse of compassion” that actually alters the way we treat persons and ideas once scorned by the social mainstream. This “culture turn” has also affected our treatment of animals inaugurating an accompanying “animal turn”. In the case of dogs, this shift has increasingly transformed the discursive category of the animal from human companion to human family member. One of the new institutions created by this attitudinal and behavioral change towards dogs has been the breed specific canine rescue organization, examples of which have arisen all over the United States beginning in the early 1980s and massively proliferating in the 1990s and subsequent years. Longstanding and resilient local ideas of property and practices of inheritance control the destinies of those living in Bearn, a region of south-west France in the foothills of the French Pyrenees. Based on extensive fieldwork and archival research that combines ethnography and intellectual history, this book explores these long-term continuities of a particular way of life within a broad framework. These local ideas have found expression twice at the national level: first, in sociological arguments proposed by Frederique Le Play about the family that shaped debates on social reform and the repair of national identity in the last third of the nineteenth century-debates that would play a part in subsequent European thought and in contemporary European social policy. Second, they fed into late twentieth-century sociological categories through the influential work of Pierre Bourdieu. This study of Bearn illustrates the multi-layered life of local concepts and practices, and the continuing contribution of the local to modern European national history.

This book examines the long-term development of the Irish welfare state since the late nineteenth century. It contests the consensus view that Ireland, like other Anglophone countries, has historically operated a liberal welfare regime which forces households to rely mainly on the market to maintain their standard of living. Drawing on case studies and key statistical data, this book argues that the Irish welfare state developed differently from most other Western European countries until recent decades. Norris's original line of argument makes the case that Ireland’s regime was distinctive in terms of both focus and purpose in that Ireland’s welfare state was shaped by the power of small farmers and moral teaching and intended to support a rural, agrarian and familist social order rather than an urban working class and industrialised economy. A well-researched and methodical study, this book will be of great interest to scholars of social policy, sociology and Irish history.
