A panoramic social history of hurricanes in the Caribbean The diverse cultures of the Caribbean have been shaped as much by hurricanes as they have by diplomacy, commerce, or the legacy of colonial rule. In this panoramic work of social history, Stuart Schwartz examines how Caribbean societies have responded to the dangers of hurricanes, and how these destructive storms have influenced the region's history, from the rise of plantations, to slavery and its abolition, to migrations, racial conflict, and war. Taking readers from the voyages of Columbus to the devastation of Hurricane Katrina, Schwartz looks at the ethical, political, and economic challenges that hurricanes posed to the Caribbean’s indigenous populations and the different European peoples who ventured to the New World to exploit its riches. He describes how the United States provided the model for responding to environmental threats when it emerged as a major power and began to exert its influence over the Caribbean in the nineteenth century, and how the region’s governments came to assume greater responsibilities for prevention and relief, efforts that by the end of the twentieth century were being questioned by free-market neoliberals. Schwartz sheds light on catastrophes like Katrina by framing them within a long and contentious history of human interaction with the natural world. Spanning more than five centuries and drawing on extensive archival research in Europe and the Americas, Sea of Storms emphasizes the continuing role of race, social inequality, and economic ideology in the shaping of our responses to natural disaster.

Long before the "germ theory" of disease was described, late in the nineteenth century, humans knew that climatic conditions influence the appearance and spread of epidemic diseases. Ancient notions about the effects of weather and climate on disease remain embedded in our collective consciousness-through expressions such as "cold" for rhinovirus infections; "malaria," derived from the Latin for "bad air;" and the common complaint of feeling "under the weather." Today, evidence is mounting that earth's climate is changing at a faster rate than previously appreciated, leading researchers to view the longstanding relationships between climate and disease with new urgency and from a global perspective. On December 4 and 5, 2007, the Forum on Microbial Threats hosted a public workshop in Washington, DC to consider the possible infectious disease impacts of global climate change and extreme weather events on human, animal, and plant health, as well as their expected implications for global and national security.

Since the dawn of medical science, people have recognized connections between a change in the weather and the appearance of epidemic disease. With today's technology, some hope that it will be possible to build models for predicting the emergence and spread of many infectious diseases based on climate and weather forecasts. However, separating the effects of climate from other effects presents a tremendous scientific challenge. Can we use climate and weather forecasts to predict infectious disease outbreaks? Can the field of public health advance from "surveillance and response" to "prediction and prevention?" And perhaps the most important question of all: Can we predict how global warming will affect the emergence and transmission of infectious disease agents around the world? Under the Weather evaluates our current understanding of the linkages among climate, ecosystems, and infectious disease; it then goes a step further and outlines the research needed to improve our understanding of these linkages.
