This synthesis report is the result of close, collaborative research initiated by the Asian Development Bank in partnership with Foreign Affairs, Trade and Development Canada; the Asia-Pacific Economic Cooperation; and the Liu Institute for Global Issues at the University of British Columbia. Fourteen background papers were commissioned to investigate food security issues particularly pertinent for Asia and the Pacific. The report synthesizes and collates the primary findings from these papers to articulate key policy challenges and opportunities related to food security in the region.

Ensuring a secure supply of food is essential, given the world's (and especially Asia's) growing population, high and volatile food prices, increasingly scarce resources, and changing environment. This publication discusses the drivers behind food insecurity in Asia and points to ways to mitigate it.

Asia is not only the largest producer of important food items like rice and vegetable oil, but also the largest importer of commodities like soybeans and corn. Additionally, more than half the world's population lives in Asia and thus the largest number of food insecure people are also in Asia. Food security is therefore a matter of paramount importance in Asia.This is the only book of its kind that will explore the range of important issues affecting food security in Asia since the onset of the COVID-19 pandemic. Highlights include discussions on the current state of production on food of vital importance to Asia such as rice, vegetable and fish, as well as information on their future trends in production and consumption. Two case studies are presented on how the two most populous countries in Asia — China and India — have tackled their food security. Topics which are an integral part of food security and not often addressed in a food security book include nutrition security, novel foods and food waste valorization. This is also the only book about Asian food security which will include specific chapters on the technologies that are likely to determine the future of food security in Asia, as exemplified by digital technology, biotechnology, physical technology like recirculating aquaculture systems, nutrition enhancing technology, and urban agriculture.Organized into four themes, the issues captured here are of special importance to Asian decision makers in policy, research, development, investment and education in the 'new normal' post-pandemic. As Asia is inextricably linked to the global food and trading systems, Food Security Issues in Asia will also be of interest to those outside the Asian region who need to understand Asian food security.

This book presents a study of perceptions of food insecurity in East Asia, and explores how individual countries are developing strategies to deal with the situation. It also looks at how the perception of food insecurity has increasingly influenced the nature of international interactions, not just within East Asia, but also in the region’s relations with major external actors. Many of the challenges facing East Asia are generic food security issues that face people and governments across the world – for example, the implications of climate change and demographic changes on food supplies. This book places the East Asian context in the wider discussion of food (in)security in global politics. However, it also identifies potential regional ‘differences’ – for example, the significance of rice for the region, and the unavoidable impact of China as a major regional player. What the Chinese state, and Chinese companies, decide to do in response to concerns about food insecurity have an impact not just on the rest of the region, but on the rest of the world. Taking too much of a Sinocentric focus, however, ignores other actors in East Asia, or merely relegates discussion to how they respond to Chinese policies or external strategies. This book considers the region as a whole, both when it comes to thinking about food security challenges and responses within the region itself, and also in the outward projection of regional food insecurity on the rest of the world. This book was published as a special issue of The Pacific Review.

This book addresses an important topic of food security in South Asia with specific reference to climate change. Of the 1 billion food insecure people in the world, more than 30% are in South Asia. The problem of food insecurity may be exacerbated by the projected climate change especially because of the water scarcity caused by rapid melting of the glaciers in the Himalayas and increase in variability in monsoonal rains and frequency of extreme events. Furthermore, large populations of Bangladesh and other coastal regions may be displaced by sea level rise. Thus, this volume addresses recommended land use and soil/water/crop/vegetation management practices which would enable land managers to adapt to climate disruption by enhancing soil/ecosystem/social resilience. In addition to biophysical factors, this book also addresses the issues related to human dimensions including social, ethnical and political considerations.

The countries of West Asia and North Africa (WANA) have long had the challenge of providing sustainable livelihoods for their populations in the fragile ecosystems of semi-arid and arid areas. Climate change is already a reality in WANA and it places additional constraints on the already fragile ecosystems of dry areas and limited natural resources in WANA. A comprehensive and integrated approach to planning and implementing the climate change adaptation strategies across the wide range of agro-ecosystems in different countries in WANA could help both the planners and the local communities to deal effectively with the projected impacts and also contribute to overall sustainability of agricultural production systems. This book addresses the important issue of climate change and food security in West Asia and North Africa and presents the appropriate strategies which could help in the development of new policies to better adapt agriculture production systems and enhance food security in WANA.
