During the 2016 presidential election, America's election infrastructure was targeted by actors sponsored by the Russian government. Securing the Vote: Protecting American Democracy examines the challenges arising out of the 2016 federal election, assesses current technology and standards for voting, and recommends steps that the federal government, state and local governments, election administrators, and vendors of voting technology should take to improve the security of election infrastructure. In doing so, the report provides a vision of voting that is more secure, accessible, reliable, and verifiable.

The former special assistant for legislative affairs to President Clinton, president of the American Constitution Society, and author of the "damn fine" (Elle) Under the Bus shows how the left can undo the right's damage and take the country back Despite representing the beliefs of a minority of the American public on many issues, conservatives are in power not just in Washington, DC, but also in state capitals and courtrooms across the country. They got there because, while progressives fought to death over the nuances of policy and to bring attention to specific issues, conservatives focused on simply gaining power by gaming our democracy. They understood that policy follows power, not the other way around. Now, in a sensational new book, Caroline Fredrickson—who has had a front-row seat on the political drama in DC for decades while working to shape progressive policies as special assistant for legislative affairs to President Clinton, chief of staff to Senator Maria Cantwell, deputy chief of staff to Senator Tom Daschle, and president of the American Constitution Society—argues that it's time for progressives to focus on winning. She shows us how we can learn from the Right by having the determination to focus on judicial elections, state power, and voter laws without stooping to their dishonest, rule-breaking tactics. We must be ruthless in thinking through how to change the rules of the game to regain power, expand the franchise, end voter suppression, win judicial elections, and fight for transparency and fairness in our political system, and Fredrickson shows us how.

The flaws in the American electoral process have become increasingly apparent in recent years. The contemporary tipping point in public awareness occurred during the 2000 election count, and concern deepened due to several major problems observed in the 2016 campaign, worsening party polarization, and corroding public trust in the legitimacy of the outcome. To gather evidence about the quality of elections around the world, in 2012 the Electoral Integrity Project (EIP) was established as an independent research project based at Harvard and Sydney universities. The results show that experts rated American elections as the worst among all Western democracies. Without reform, these problems risk damaging the legitimacy of American elections—further weakening public confidence in political parties, Congress, and the U.S. government, depressing voter turnout, and exacerbating the risks of mass protests. Why American Elections Are Flawed describes several major challenges observed during the 2016 U.S. elections arising from deepening party polarization over basic voting procedures, the serious risks of hacking and weak cyber-security, the consequences of deregulating campaign spending, and lack of professional and impartial electoral management. Pippa Norris outlines the core concept and measure of electoral integrity, the key yardstick used to evaluate free and fair elections. Evidence from expert and mass surveys demonstrate the extent of problems in American elections. She shows how these challenges could be addressed through several practical steps designed to improve electoral procedures and practices. If implemented, the reforms will advance free and fair elections, and liberal democracy, at home and abroad.

From the nation’s leading expert, an indispensable analysis of key threats to the integrity of the 2020 American presidential election As the 2020 presidential campaign begins to take shape, there is widespread distrust of the fairness and accuracy of American elections. In this timely and accessible book, Richard L. Hasen uses riveting stories illustrating four factors increasing the mistrust. Voter suppression has escalated as a Republican tool aimed to depress turnout of likely Democratic voters, fueling suspicion. Pockets of incompetence in election administration, often in large cities controlled by Democrats, have created an opening to claims of unfairness. Old-fashioned and new-fangled dirty tricks, including foreign and domestic misinformation campaigns via social media, threaten electoral integrity. Inflammatory rhetoric about “stolen” elections supercharges distrust among hardcore partisans. Taking into account how each of these threats has manifested in recent years—most notably in the 2016 and 2018 elections—Hasen offers concrete steps that need to be taken to restore trust in American elections before the democratic process is completely undermined.

Voters in a democratic society should have confidence in the electoral process. Yet, as Americans have witnessed in every election since 2000, voting-the basic act of citizenship—is under assault: technologically complex, subject to manipulation, and fiercely contested on many levels. Documenting the areas of collapse in the American electoral process, this book analyzes ongoing problems in the casting and counting of ballots, as well as new threats: future elections could be compromised by new voting machines that are unreliable, poorly programmed, and prone to tampering. At this critical moment for American democracy, the author issues a call for urgently needed reforms.
