The WERA-IRN conference Extended Education from an International Comparative Point of View held at University of Bamberg, Germany, in 2017 aimed at bringing together different research perspectives, to synthesize the state of research worldwide in this new field of extended education – afterschool and out-of-school time learning –, and to initiate an international research direction from a comparative point of view. WERA-IRN Extended Education is an International Research Network of the World Education Research Association. From the conference proceedings, thirteen high-quality papers have been selected representing the international state of research on extended education.

This volume gives theoretical and practical insights in international and comparative research in the field of adult and continuing education. The 16 contributions of this volume give three perspectives on international and comparative adult education. The first perspective focuses on the question how internationalisation and comparative adult and continuing education can be taught. The second perspective gives insights into the results of comparative research that has been conducted throughout a two-week Winter School that took place in February 2019 in Würzburg. The third perspective complements the two perspectives with insights into international projects and practices in adult and continuing education. The authors of this volume are contributing to the transnational Winter School International and comparative studies in adult and continuing education in Würzburg, Germany since 2014.

Tremendous changes are affecting the structure and funding of higher education in many countries. This volume attempts to identify and analyze the principles, structural features and modes of work of the different higher education policies operating in eleven countries, as well as their commonalities and differences in the light of both general international trends and country-specific factors. In order to gather the relevant information for the project, national correspondents were provided with an overarching framework to guide them in their work and to ensure maximum comparability of the resulting reports. Each country report is broken down into four sections: the structure and goals of higher education systems; authority in the system; higher education policy; and the impact of each on institutional governance and management. The final chapter draws together the general trends which have emerged: a move towards less state control; a strengthening of institutional autonomy and increased governance; competition between institutions; privatization of funding; greater market orientation and growing institutional accountability for quality and service.

Anke Hanft and Michaela Knust The present study examines and compares the structure and organisation of c- tinuing higher education in six countries: Austria, Finland, France, Germany, the UK and the USA. The focus is not just on current continuing education provisions at higher education institutions but also on the institutions themselves and their surrounding milieu. The study also attempts to move away from a purely national angle and to approach the topic from an international perspective. The conclusion is reached that when it comes to the development, establishment and professional implementation of continuing education provisions, German higher education ins- tutions lag behind the other countries in the comparison in almost all areas. The main ndings in terms of the three levels ‘system’, ‘institution’, and ‘programme’ are summarised below. 1 Continuing Education in the Higher Education System There are considerable divergences, both nationally and internationally, in the d- inition of the German term “wissenschaftliche Weiterbildung” (“academic c- tinuing education”). In the English-speaking world, a variety of terms such as “lifelong learning”, “adult education”, “continuing education”, “continuing higher education”, “university-level continuing education” or “continuing professional development” are often used as synonyms without any precise differentiation – and this is not perceived as a problem.

Higher education systems around the world are undergoing fundamental change and reform due to external pressures—including internationalization of higher education, increased international competition for students, less reliance on public funding, and calls to create greater access opportunities for citizens. How are higher education systems evolving structurally as a result of these and other pressures? In light of these changes, how can higher education be a positive force for democratizing societies? This book examines the emerging trends taking place in higher education systems around the world, focusing on the most salient political and social forces that underlie these trends. Each chapter provides a case study of a country, exploring its cultural and political history, the political and social developments that have affected its higher education system, and the result of these changes on the higher education system. In a fast-changing, knowledge-intensive, democratic society, Democratizing Higher Education explores how higher education systems can be developed to provide access, affordability, participation, and quality life-long learning for all.
