The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. The author argues that the particular nature of European issues, closely related to crucial identity and statehood dilemmas in these post-conflict societies, largely determined party stances on the EU, feeding significant Eurosceptic sentiments. At the same time, a number of core parties underwent a rapid pro-EU conversion, pragmatically responding to internal and external incentives in the context of dynamic electoral competition and strong EU presence, and aimed at maximising their chances of securing executive office. The efforts of these states to join the European Union and the reconciliation initiatives between the countries are detailed in this research paper. Despite the efforts of the countries of the region and of the EU, a lot of work is needed before these countries will become sufficiently mature in political, economic and societal sense to become members of the European Union. The promotion of dialogue, grassroots movements, civil society and cross-border projects is needed in order to tackle unresolved problems in the region.

This book investigates and explains the European Union’s approach to conflict resolution in three countries of the Western Balkans: Bosnia and Herzegovina, Macedonia and Kosovo. In doing so, it critically interrogates claims that the EU acts as an agent of conflict transformation in its engagement with conflict-affected states. The book argues, contrary to the assumptions of much of the existing literature, that rather than seeking the transformation of conflicts, the EU pursues a more conservative strategy based on the regulation of conflict through the promotion of institutional mechanisms such as consociational power sharing and decentralisation. Drawing on discourse analysis of documents, speeches, and interviews conducted by the author with European Union officials and policy-makers in Brussels and the case-study countries, the book offers a theoretically grounded, methodologically rigorous and empirically detailed analysis of EU policy preferences, of the ideas that underpin them, and of how those preferences are legitimised. This book will be of key interest to scholars, students and practitioners interested in ethnic conflict and conflict resolution, the politics of the Balkans, and the external and foreign policies of the EU.

The Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past.
