Urbanization in East Asia and the Pacific has created enormous opportunity for many. Yet the rapid growth of cities can also create challenges as national and local governments try to keep up with the needs of their growing populations. Among these challenges is a lack of affordable housing, resulting in increasing slums, deficits in basic service provision, and widening inequality for urban dwellers. This study aims to better understand urban poverty and inequality in East Asian cities, recognizing that many countries of the region, particularly those of middle-income status, are at a critical juncture in their urbanization and growth process where potential social divisions in cities could harm prospects for future poverty reduction. The study uses a multidimensional approach to understand urban poverty and inclusion and draws on examples of programs and policies that have been successfully implemented in the East Asia region to develop a set of guiding principles for policy makers.

This book looks at the role of social policy and particularly social security in addressing the ongoing challenge of poverty in East Asia despite the region’s spectacular experience of economic growth in decent decades. The East Asian miracle resulted over the last four decades in a transformation of the region’s traditional agrarian economies and significant increases in standards of living for many ordinary people. Even though it was given little attention, poverty has remained an ongoing problem. The problem became particularly evident however with the Asian financial crisis of 1997 when many low income and middle class workers became unemployed. As a result of this crisis, the need for effective social policies and social security programs were recognized. The idea that economic growth would solve the problem of poverty was increasingly challenged. Even in China today, where rapid growth has created new employment opportunities and the promise of prosperity for many, the government has recognized that the problem of poverty cannot be addressed only through economic growth but that comprehensive social policies must be formulated, and this includes the development of an effective security system.

This book provides examples of possible triple-win solutions for simultaneously reducing poverty, raising the quality of the environment, and adapting to climate change. The book provides empirical evidence and observations from sixteen case studies in Southeast and East Asia, and from the Pacific. It argues that a spatial approach focussing on the environments in which the poor and vulnerable live, would trigger changes for development policies and implementation that better balance environmental and social concerns. In line with the post-2015 Millennium Development Goals (MDG) and Sustainable Development Goals (SDG) agenda, emphasizing integrated development approaches for the slum poor, the upland poor, the dryland poor, the coastal poor, and the flood-affected wetland poor, would also bring the environment and poverty agenda closer. The book emerged from a cooperation of the Asian Development Bank (ADB) with the Institute of Southeast Asian Studies (ISEAS) in partnership with experts from research institutes and think-tanks in the Asian region.

The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.
