These proceedings represent the work of contributors to the 22nd European Conference on Cyber Warfare and Security (ECCWS 2023), which is held in Athens, Greece on 22 and 23 June 2023. ECCWS 2023 has been supported by the Hellenic Air Force Academy and the University of Piraeus. The Conference Chair is Professor Antonios Andreatos from the Hellenic Air Force Academy, Greece and the Programme Chair is Professor Christos Douligeris from the University of Piraeus, Greece. ECCWS is a well-established event on the academic research calendar and now in its 22nd year its key aim remains the opportunity for participants to network and share ideas. The scope of the papers ensure an interesting conference. The subjects covered illustrate the wide range of topics that fall into this important and ever-growing area of research. The opening keynote presentation is given by Prof. Dr. Kai Rannenberg, from Goethe University Frankfurt, Germany on the topic of Multilateral Security: Defending one's assets without destroying one's values. The second day of the conference will open with an address by Prof. Nineta Polemi, University of Piraeus, Greece speaking on CyberSecPro: An agile and collaborative approach to cybersecurity practical trainings. With an initial submission of 132 abstracts, after the double blind peer review process 64 academic research papers, 12 PhD research papers, 2 Masters research papers 2 Non-Acdemic research papers and 5 work-in-progress papers are published in the Conference Proceedings. These papers represent research from Australia, Austria, Czech Republic, Estonia, Finland, France, Germany, Greece, Italy, Lithuania, Malaysia, Mozambique, Netherlands, Nigeria, Norway, Portugal, Republic of Korea, Romania, Slovenia, South Africa, Sweden, Switzerland, Taiwan, UK, United Arab Emirates and the USA.

The Conference Co-chairs are Dr Thaddeus Eze and Dr Lee Speakman, both from University of Chester and the Programme Chair is Dr Cyril Onwubiko from IEEE and Director, Cyber Security Intelligence at Research Series Limited. ECCWS is a well-established event on the academic research calendar and now in its 19th year the key aim remains the opportunity for participants to share ideas and meet. The conference was due to be held at University of Chester, UK, but due to the global Covid-19 pandemic it was moved online to be held as a virtual event. The scope of papers will ensure an interesting conference. The subjects covered illustrate the wide range of topics that fall into this important and ever-growing area of research.
