This guide was originally issued as Safety Guide No. 50-SG-S2. It provides details on the design of a nuclear power plant such that earthquakes at the site determined according to Safety Guide No. 50-SG-S1 will not jeopardize its safety.

This Safety Report provides up to date detailed guidance on actions to be taken in preparation for, and following, an earthquake at a nuclear power plant, taking into account the gained knowledge and experience of Member States from the occurrence of strong earthquakes that affected nuclear power plants up to 2010. The publication is a compilation of available references based on related standards and proposes a more comprehensive set of criteria than the existing ones in some national regulations, based on damage and earthquake exceedance levels for dealing with situations related to plant shutdown, plant restart or plant continuing operation following the occurrence of an earthquake which may exceed the original design level. It will be a useful tool for regulatory bodies, specialists on earthquake engineering and technical support organizations.

This Safety Guide provides recommendations on a generally accepted way to design a nuclear power plant so that an earthquake motion at the site will not jeopardize the safety of the plant. It also gives guidance on a consistent application of methods and procedures for analysis, testing and qualification of structures and equipment so that they meet the safety requirements covering the design of nuclear power plants, safety assessments for the design and the regulatory issues concerned with the licensing of plants.

Standard ASCE/SEI 43-19 provides stringent criteria to ensure that nuclear facilities are designed to withstand the effects of earthquake ground shaking.
