Around the world, healthcare planners and governments are engaged in activities to stimulate innovation and reform health systems as part of the drive to deliver safe, effective, quality care to patients. ICT is both a critical component of health system innovation and key stimulus for reform. This book presents papers from the 23rd Australian national Health Informatics Conference (HIC 2015), held in Brisbane, Australia, in August 2015. The conference brings together researchers, industry groups and healthcare providers from Australia and around the world to share cutting edge research, technology updates and innovations, and the papers included here provide valuable evidence and information about the diverse role that ICT plays in the health, elderly and community care sectors internationally. They encompass a wide spectrum of work, from major theoretical concepts and examples of key applications of new technologies to important new developments in the field of health informatics. Recently, there has been a renewed concern with highway safety, reflected in wide media coverage and new laws aimed at reducing highway deaths and injuries. Legge examines three initiatives that have been studied only in isolation: stricter drinking-age laws, mandated use of seat belts, and deterrents to drunk driving. His research covers three large industrial states-New York, California, and Michigan, as well as Great Britain, each of which uses a different mix of these initiatives. Using a combination of theory and research methodology, Legge tests a number of models on how traffic fatalities might be reduced and offers valuable suggestions for policy makers, researchers, and activists.

This study explores several fundamental issues associated with the implementation of the fuel tax reform initiative in the People's Republic of China and the improvement of the sustainability of the country's highway programs. It identifies and explores high-level policy issues, options, and future research needs associated with financing ordinary and rural road construction and maintenance. The research includes an assessment of the impacts, successes, and challenges of the fuel tax reform to date, and identifies areas where additional steps and actions may be required to improve program sustainability and effectiveness. The study also examines applicable experiences from developed and developing countries and suggests policy recommendations.

This study examines on the factors that facilitate reform, as well as on the difficulties countries face in the process of reform. It provides an overview of domestic reform experiences in Norway, Mexico, Iceland, New Zealand and Korea.

School education reform is a dynamic process. It takes place in the context of changing institutional structures including society, economy, politics, legislation, and technology. Yet, there can be poor awareness of risk, particularly social risk, and its management during this process and more widely, during public service reform (PSR). This book aims to promote new PSR understanding about social risk management. It utilizes in-depth case studies comprising two anonymous Scottish councils responsible for providing and reforming school education services. Drawing mainly on risk management and structuration theories with elements of complexity leadership and institutional theories, the book explains contextual issues around the reform of Scottish school education services (SSES). It illustrates that social risks associated with reform can be used to explain emerging threats. Furthermore, it demonstrates that agent-structure duality may be instrumental to the production and management of social risks. The book also shows how the concept of social risk can be used to improve policy making and implementation. Targeted at practitioners, researchers, policymakers, and students, this book will be of interest to those in the fields of public administration, public service management, and risk management more generally.
