While the Arab Uprisings presented new opportunities for the empowerment of women, the sidelining of women remains a constant risk in the post-revolutionist MENA countries. Changes in the position of women are crucial to the reconfiguration of state-society relations and to the discussions between Islamist and secular trends. Theoretically framed and based on new empirical data, this edited volume explores women’s activism and political representation as well as discursive changes, with a particular focus on secular and Islamic feminism, and changes in popular opinions on women’s position in society. While the contributors express optimistic as well as more pessimistic views for the future, they agree that this is a period of uncertainty for women in the region, and that support by ruling elites towards women’s rights remains ambiguous and double-edged.

Public institutions play a critical role in promoting gender-sensitive policies and gender equality more broadly, in the MENA region and around the world. Advancing gender balance in public institutions and public life more generally, including the judiciary, parliaments, and the political executive constitutes a major step towards gender-responsive policies and non-discrimination and serves as a key milestone in promoting gender equality. This report provides a comparative overview of the policies affecting women’s participation in public life across the MENA region. It examines the existing barriers to women’s access to public decision-making positions, and provides a cross-country assessment of current instruments and institutions to advance women’s empowerment in the MENA region. The report undertakes an analysis of the existing legal barriers for gender equality in public life, including with regard to political and economic rights, freedom of movement, labour law, family law, access to justice and gender-based violence and provides focused policy-recommendations to close legal and institutional gaps. The report has been prepared by the OECD, in partnership with Centre for Arab Women Training and Research (CAWTAR) and with the support of the Arab Administrative Development Organisation (ARADO) and covers the following countries: Algeria, Egypt, Morocco, the Palestinian Authority, Jordan, Lebanon, Tunisia, the United Arab Emirates and Yemen.

This book examines women, money, and political participation in the Middle East and North Africa focusing on women’s capacity to engage local political systems. In particular, it considers whether and how this engagement is facilitated through specific types of financial flows from abroad. Arab countries are well-known rentier states, and so a prime destination for foreign aid, worker remittances, and oil-related investment. Alongside other factors these external monies have elicited dramatic shifts in gender-related social norms and expectations both from the state and the domestic population, affording certain women the opportunity to enter the political arena, while leaving others behind. The research presented here expands the discussion of women in rentier political economy and highlights their roles as participants and agents within regional templates for economic development.

This book studies women’s resistance in the three countries of the Maghreb, concentrating on two questions: First, what has been the role of women artists since the 1960s in unlocking traditions and emancipating women on their own terms? Second, why have Maghrebi women rarely been given the right to be heard since Algeria, Morocco, and Tunisia gained national independence? Honouring the artistic voices of women that have been largely eclipsed from both popular culture and political discourse in the Maghreb, the work specifically examines resistance by women since 1960s in the Maghreb through cinema, politics, and the arts.
