This book investigates the impact of information and communication technologies (ICTs) on development and well-being (beyond economic benefits) and highlights some emerging issues relating to the realities, constraints and digital divides with particular reference to India. It collects a series of novel contributions, studying the Indian experience in an international cross-country perspective. The book also discusses economic, social, and behavioural aspects of well-being as well as access to ICTs across regions, states and individuals to account for the digital divide. The book establishes an aggregate relationship between ICT exposure and well-being at the country level and addresses a number of fundamental issues, such as whether ICT raises the level of transparency and governance. Based on case studies and anecdotal evidence, it then further assesses the effective implementation of service delivery through ICT innovations. The book is divided into four parts: The introductory part surveys the literature and presents background information on the Indian case; introduces the main themes on the relationships between ICT, socio-economic development and digital divides; and provides a summary and roadmap to the chapters of the book. Part II focuses on the impact of ICT on economic performance, including economic growth, productivity and trade. Part III examines the extent of the digital divides in India, including international, regional as well as inter-personal inequality. Finally, Part IV investigates the impact of ICT on governance, users’ well-being and social outcomes. Combining insights from analyses of a variety of socio-economic dimensions related to digitalisation, this book is relevant for a wide range of scholars and researchers across disciplines, as well as practitioners and policy-makers. While the book has a main focus on India, various contributions take an international cross-country comparative perspective, and the results have general relevance for digitalisation and development. On the whole, the main message of this book is that the impact of ICTs is contingent upon other assets, capabilities and institutional conditions. National policies should, therefore, not only promote digitalization as such but also ensure its co-evolution and complementarity with a variety of other country-specific factors. This book highlights the opportunities and risks of digitalization and digital transformation for our global economy at both the micro and macro level. Experts from various fields, presenting both scientific and practice-oriented perspectives, identify and critically analyse areas of tension and development potential in connection with new business models and sustainability efforts in our society. It is divided into four parts, the first of which highlights new technological advances in areas such as blockchain, cryptocurrencies and fintechs, and discusses the challenges they pose for public regulation. The second part illustrates digitalization’s effects on and potential advantages for public welfare, focusing on key areas such as education, health and smart cities. The third part focuses on challenges for corporate and public management, particularly for leadership and Corporate Social Responsibility, while the fourth part discusses new dimensions for analysis based on big data. The contributions gathered here are partly an outcome of the International Conference on Digitalization, Digital Transformation and Sustainability held in Budapest in October 2020 and generously supported by the Hanns Seidel Foundation.

Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

The information age is reshaping current socio-economic structures and processes and this book touches upon the nature of clusters in the fourth industrial revolution (Industry 4.0; I4.0). It focuses on the spatial perspective of digital business transformation and explores in natural context the interrelations between cluster and I4.0. It investigates the role of knowledge, business relations and policy in making cluster relevant for Industry 4.0 and uses the case study method and literature review to develop a conceptual framework outlining the functioning of Industry 4.0 cluster. This book argues that locally embedded knowledge accompanied by strong presence of industry and assisted by proper governance management facilitate the implementation of I4.0. The idiosyncrasies of Industry 4.0 impact also the functioning of cluster as they require more interdisciplinary integrative approach with the provision of industrial commons and development of related varieties. Natural processes of stretching of the cluster cannot be prevented, but should be harnessed for upgrading the core competences of cluster. This book can enrich existing literature on economic geography and regional studies by discussing the spatial aspects of digital transformation. It shows the cluster transformation as induced by the digital transformation, and will be of interest to researchers, academics, policymakers, and students who explore the regional and local development, competitiveness, or managerial aspects of fourth industrial revolution.
