This book uses comparative case study methodology and extensive field work to examine and compare outcomes of four East African nations (Kenya, Tanzania, Uganda, and Rwanda) that implemented formal Information and Communications Technology policies in the 1990s. Based on extensive fieldwork, the book assesses the emergence of a new policy and technological arena from the turn of the millennium to the present. In addition to tracing the implementation and reception of these policies, Bowman considers to what extent the politics of infrastructure in four connected but distinct African nations have resulted in global participation and equitable distribution and access of infrastructure to all citizens, as well as the impact a recent history of war or peace have on the technological outcomes in these communities. The book provides us with invaluable new data on how policy and politics function in emerging democracies, and illuminates long-overlooked opportunities and conditions necessary for the distribution of new and potentially beneficial technologies in other developing countries.

Africa’s Development Dynamics uses lessons learned in the continent’s five regions – Central, East, North, Southern and West Africa – to develop policy recommendations and share good practices. Drawing on the most recent statistics, this analysis of development dynamics attempts to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national and local.

The argument that digitalization fosters economic activity has been strengthened by the global COVID-19 pandemic. Because digital technologies are general-purpose technologies that are usable across a wide variety of economic activities, the gains from achieving universal coverage of digital services are likely to be large and shared throughout each economy. However, the Middle East and North Africa region suffers from a “digital paradox†?: the region’s population uses social media more than expected for its level of gross domestic product (GDP) per capita but uses the internet or other digital tools to make payments less than expected. The Upside of Digital for the Middle East and North Africa: How Digital Technology Adoption Can Accelerate Growth and Create Jobs presents evidence that the socioeconomic gains of digitalizing the economies of the region are huge: GDP per capita could rise by more than 40 percent; manufacturing revenue per unit of factors of production could increase by 37 percent; employment in manufacturing could rise by 7 percent; tourist arrivals could rise by 70 percent, creating jobs in the hospitality sector; long-term unemployment rates could fall to negligible levels; and female labor force participation could double to more than 40 percent. To reap these gains, universal access to digital services is crucial, as is their widespread use for economic purposes. The book explores how fast the region could approach universal coverage, whether targeting the rollout of digital infrastructure services makes a difference, and what is needed to increase the use of digital payment tools. The authors find that targeting underserved populations and areas can accelerate the achievement of universal access, while fostering competition and improving the functioning of financial and telecommunications sectors can encourage the adoption of digital technologies. In addition, building societal trust in the government and in related institutions such as banks and financial services is critical for fostering the increased use of digital payment tools.

From the upheavals of recent national elections to the success of the #MyDressMyChoice feminist movement, digital platforms have already had a dramatic impact on political life in Kenya – one of the most electronically advanced countries in Africa. While the impact of the Digital Age on Western politics has been extensively debated, there is still little appreciation of how it has been felt in developing countries such as Kenya, where Twitter, Facebook, WhatsApp and other online platforms are increasingly a part of everyday life. Written by a respected Kenyan activist and researcher at the forefront of political online struggles, this book presents a unique contribution to the debate on digital democracy. For traditionally marginalised groups, particularly women and people with disabilities, digital spaces have allowed Kenyans to build new communities which transcend old ethnic and gender divisions. But the picture is far from wholly positive. Across Africa, digital media are providing scholars with a reason and opportunity for revisiting the question, and the analytical lens, of publics with new vigour and less normative baggage. This book brings together a rich set of empirically grounded analyses of the diverse digital spaces and networks of communication springing up across the Eastern African region. The contributions offer a plural set of reflections on whether and how we can usefully think about these spaces and networks as convening publics, where citizens come together to discuss matters of common interest. The authors make clear the need to unshackle such studies from slavish acceptance of outsiders’ prescriptions on what constitutes desirable publics. They highlight the importance of being attentive to rapidly changing everyday realities across Africa in which people are coming together around the circulation of ideas in ways that include digital means of communications. In so doing, the contributions bring forward new ways of thinking about, through and with publics, alongside other heritages in Africanist scholarship that have continued salience. Looking outwards from the region, such different perspectives on our digitally mediated world offer theoretical novelty that advances how we think about the notion of publics and their political significance.
