This book provides a better understanding of some of the central puzzles of empirical political science: how does “government” express will and purpose? How do political institutions come to have effective causal powers in the administration of policy and regulation? What accounts for both plasticity and perseverance of political institutions and practices? This new book by the Italian philosopher Roberto Esposito addresses the profound crisis of contemporary politics and examines some of the philosophical approaches that have been used to try to understand and go beyond this crisis. Two approaches have been particularly influential – one indebted to the thought of Martin Heidegger, the other indebted to Gilles Deleuze. While opposed in their political thrust and orientation, both approaches remain trapped within the political ontology that has framed our conceptual language for some time. In order to move beyond this political ontology, Esposito turns to a third approach that he characterizes as ‘instituting thought’. Indebted to the work of the French political philosopher Claude Lefort, this third approach recognizes that the road to reconstructing a productive relation between ontology and politics, one that is both realistic and innovative, lies in instituting praxis. This book investigates the relationship between liberal democracies and ontology, that is, philosophical claims about the constitution of agents and the social world. Many philosophers argue that ontology needs to be avoided in political and legal philosophy. In fact, political liberalism, a highly influential paradigm founded by the philosopher John Rawls, makes the avoidance of ontology a core ambition of its 'political, non-metaphysical' programme. In contrast to political liberalism, this book argues that attending to ontological disputes is essential to political and legal philosophy. Illuminating, criticising and developing ontological arguments does not only enhance our understanding of justice, but also highlights key features of democratic citizenship. The argument is built up by bringing together three traditions of thought that have so far not been confronted with one another: political liberalism, the work of Michel Foucault, and the psychoanalytic theories of Sigmund Freud and Donald Winnicott. Ontology and World Politics presents a new approach to political universalism, grounded in the reinterpretation of world politics from an ontological perspective. In the discipline of International Relations the concept of world politics remains ambivalent, functioning both as a synonym of international relations and their antonym, denoting the aspirations for the overcoming of interstate pluralism in favour of a universalist politics of the global community or the world state.
