The two volumes IFIP AICT 551 and 552 constitute the refereed proceedings of the 15th IFIP WG 9.4 International Conference on Social Implications of Computers in Developing Countries, ICT4D 2019, held in Dar es Salaam, Tanzania, in May 2019. The 97 revised full papers and 2 short papers presented were carefully reviewed and selected from 185 submissions. Standing at a departure gate in Dallas' Love Field, Dave Roever held his recent bride, Brenda in his arms and kissed her goodbye. He knew fully the dangers awaiting him in the raging battles in Vietnam, yet, he promised the love of his life that he would return to her "without a scar." Eight months later in one horrifying moment, the explosion of a white phosphorous grenade changed the course of their lives forever. His story tells the struggles and victories of the young couple as they resume their married life facing almost insurmountable challenges. With their hearts broken, they learned how to grow together when the aftermath of war threatened to leave them torn apart. Dave recounts how he and Brenda raised a family on the road as they joined in ministry to reach others. Their hearts for ministry opened the way for amazing moves of God through their efforts.
