In the wake of proliferating discourses around globalisation and culture, some central questions around cultural politics have acquired a commonsensical and hegemonic character in contemporary intellectual discourse. The politics of difference, the possibilities of hybridity and the potential of multiple liminalities frame much discussion around the transnational dimensions of culture and post-identity politics. In this volume, the economic, political and social consequences of the focus on ‘culture’ in contemporary theories of globalization are analysed around the disparate fields of architecture, museum discourse, satellite television, dub poetry, carnival and sub-national theatre. The discourses of hybridity, diaspora, cultural difference minoritization are critically interrogated and engaged with through close analysis of cultural objects and practices. The essays thus intervene in the debate around modernity, globalization and cultural politics, and the volume as a whole provides a critical constellation through which the complexity of transnational culture can be framed. Thinking through the particular, the essays limn the absent universality of forms of capitalist globalization and the volume as a whole provides multiple perspectives from which to enter the singular modernity of our times in all its complexity.

Demonstrates the power of embodied and digital networks in confronting neoliberal sociopolitical regimes in the Americas

Impressive strands of research have shown the emergent reality of increasing world-level interconnection in almost every field of social action. As a consequence, theories and models have been developed which are aimed at conceptualising this new reality along the lines of an ‘institutionalised’ World Culture. This offers a new understanding of the worldwide diffusion of specifically modern – i.e. mainly Western – rules, ideologies and organisational patterns, and of attendant harmonisation and standardisation of fields of social action. World Culture theories have not gone unchallenged. Rather, cross-cultural studies have revealed much more complex processes of regional fragmentation and (re-)diversification; of the refraction, appropriation, and hybridisation, through distinct socio-cultural conditioning, of world-level models and ideas; and of the ongoing effectiveness both of structural path-dependencies and of specifically cultural aspects such as collective memories, social meanings, and religious (or ideological) belief systems. Comparative research has thus highlighted an intricate simultaneity of contrary currents: of the increasing world-level interconnection of communication and exchange relations on the one hand, and, on the other, the persistence of context-specific interpretations, translations, and deviation-generating re-contextualisations of world-level forces and challenges. This research provides the theoretical problematique that animates this volume. The chapters explore the conceptual tools and explanatory power of theories and models which do not just oppose or reject World Culture theory, but are instead suited to complementing and differentiating it. The volume offers an enlightening conceptualisation of the intricate interaction of global processes with local agency, and of world-level forces with the self-evolutionary potentials inherent in specific contexts, socio-cultural structures, and distinctive meanings constellations. This multidisciplinary collection investigates the ways in which marriage and partner migration processes have become the object of state scrutiny, and the site of sustained political interventions in several states around the world. Covering cases as varied as the United States, Canada, Japan, Iran, France, Belgium or the Netherlands, among others, contributors reveal how marriage and partner migration have become battlegrounds for political participation, control, and exclusion. Which forms of attachments (towards the family, the nation, or specific individuals) have become framed as risks to be managed? How do such preoccupations translate into policies? With what consequences for those affected by them, in terms of rights and access to citizenship? The book answers these questions by analyzing the interplay between issues of security, citizenship and rights from the perspectives of migrants and policymakers, but also from actors who negotiate encounters with the state, such as lawyers, non-governmental organizations, and translators.

This open access volume addresses the role of external actors in social protection in the Global South, from the Second World War until today, analysing the influence of colonial powers, superpowers during the Cold War and contemporary donor agencies. Following an introduction to the analysis of external actors in social policy making in the Global South, the contributions explore which external actors were dominant in the decades after World War II, and how they shaped early and contemporary social protection making in developing countries. The latter half of the collection elucidates important players in the contemporary transnational social policy arena, such as donor organizations and international organizations, and critically evaluates the potential for and limits of the explanatory power of external actors in social protection making in the Global South, considering the relative contribution of external and domestic influences. By examining how transnational relationships and external actors have influenced the formation, development and transformation of social policies in the developing world, this collection will be an invaluable resource for scholars interested in social protection in the Global South from a range of disciplines. These include political science, social policy, and sociology, as well as historians of the welfare state, international relations scholars and scholars working on global and transnational social policy and development policy.

This book provides an innovative insight into the regulatory conundrum of genetically modified organisms (GMOs), deploying transnational legal analysis as a methodological framework to explore the most controversial area of risk governance. The book deconstructs hegemonic and counter-hegemonic transnational narratives on the governance of GMO risks, cutting across US law, EU law, the WTO Agreement on Sanitary and Phytosanitary Measures, and hybrid standard-setting regimes. Should uncertain risks be run unless adverse effects have been conclusively established, and should regulators only act where this is cost-benefit effective? Should risk managers make a convincing case that a product or process is safe enough for the relevant uncertain risks to be socially acceptable? How can intractable transnational regulatory conflicts be solved? The book complements a close analysis of regulatory frameworks and case law with a more encompassing perspective on the political, socio-economic and distributional implications of different approaches to the regulation of health and environmental risks at times of globalisation. The GMO deadlock thus becomes a lens through which to investigate the underlying value systems, goals, and impacts of transnational discourses on risk governance. Against this backdrop, the normative strand of analysis points to the limited ability of science and procedural deliberation to generate authentic agreement and to identify normatively legitimate solutions, in the absence of pre-existing shared perspectives.
