The “rise of China” has become a ubiquitous and often menacing term in global politics. China’s Quest for Global Order: From Peaceful Rise to Harmonious World, by Rosita Dellios, PhD, and R. James Ferguson, PhD, examines how China’s leadership has responded to this depiction and the strategic approaches that have been developed to ameliorate threat perceptions. Rather than simply reassuring others that its “rise” is peaceful, China has taken proactive steps to reduce possible conflicts. Beijing seeks to shape the emerging global governance order as both non-threatening to itself and productive in transnational problem-solving. Borrowing from its own Confucian heritage to promote a harmonious world policy, China’s contribution to world order is likely to be more robust than the “responsible stakeholder” epithet upon which the West has pinned its collective hopes. The book interprets China’s quest for global order from Chinese perspectives, old and new, and provides the relevant philosophical and historical background to engage the reader in the ensuing debates. The authors also contextualize Chinese concepts with those from contemporary international relations, strategic studies and systems thinking. Two major features of international relations at the beginning of the 21st century are global governance and the rise of China. Global governance, advocating global norms, requires intervention into sovereign domains in defiance of those norms. However, an ascendant China adheres to a classic stance on sovereign integrity which prohibits such intervention. Whether or not China will ultimately Sinicize global governance or become assimilated into global norms remains both a theoretical and a practical challenge. Both challenges come from China’s alternative style of global governance, which embodies the doctrine of 'balance of relationship,' in contrast with the familiar international relations embedded in ’balance of power’ or ’balance of interest.’ An understanding of China’s intervention policy based upon the logic of balance of relationship is therefore the key to tackling the anxiety precipitated by these theoretical as well as practical challenges.

This book showcases how the People's Republic of China (PRC) has been utilizing the Belt and Road Initiative (BRI) to reshape the global order. Dissecting China's increasingly assertive international behaviour, the book demonstrates how the PRC projects its self-perception onto the international order. The book outlines five aspects of China's international role projection, which the PRC applies selectively, depending on its target audience: (1) The bearer of traditional Chinese culture; (2) The humiliated nation; (3) The socialist state with Chinese characteristics; (4) The developing state and promoter of international development; (5) The authoritarian globalization optimist.Drawing on an in-depth analysis of hundreds of primary BRI documents, the book offers a comprehensive overview of China's most crucial foreign policy agenda item. It demonstrates how, through the BRI, the PRC has introduced mechanisms to the international level, which reflect its domestic policy-making mode. In addition, the PRC has institutionalized the initiative by establishing China-centered BRI networks across a wide range of policy areas. Within those emerging China-centered BRI networks, the PRC systematically increases its international discursive power, for example, by inserting Chinese vocabulary into UN resolutions or by promoting Beijing's approaches vis-à-vis 'the rule of law' across a range of developing states. This book also further discusses the implications of the BRI for the international legal order.
