The Forest, Trees and Agroforestry (FTA) Capacity Development (CapDev) Plan of Action for 2020/2022 specifies a set of objectives and activities that are aligned to CIFOR, ICRAF, Bioversity International and FTA’s CapDev strategies. It benefits from the analyses of the CGIAR–IEA CapDev evaluation findings and recommendations; CIFOR and CGIAR System Management Board’s responses to the same; a capacity needs assessment of CIFOR, ICRAF and their partners for the implementation of the CGIAR Research Program on Forestry, Trees and Agroforestry (FTA) Phase II, 2017–2021; lessons learned during the implementation of IFPRI’s Capacity Strengthening 1985–2010; ICRAF’s Capacity Development Strategy 2013–2018; Bioversity International’s Gender Research Fellowship Programme and Forest Genetic Resources Training Guide; and a literature review. It is a living document and will change to reflect changes in strategies of FTA Centers and the CGIAR.

This compendium is the result of a first-of-its-kind stocktaking exercise looking at FAO activities to address child labour in agriculture in Malawi, Mali, Uganda, the Niger and the United Republic of Tanzania over a decade (2010–2020). It is intended to make a practical contribution to the field of child labour elimination in agriculture, by shedding a light on some of the FAO-supported activities, country processes and practices as well as achievements, and lessons learned. As such, it highlights the general main lessons learned and key messages, outlines and provide details on country processes and related outcomes and achievements on knowledge generation, capacity development, awareness raising, policy advice and promotion of advocacy and partnerships. The contents on these FAO strategies for the elimination of child labour in agriculture are complemented by examples of areas of work such as promoting safe practices and labour-saving technologies and empowering and building the skills of youth aged 15–17 by facilitating school-to-work transition in agriculture.

This book explores innovative and context-driven political and legal policy measures designed to expand the powers of the African Union (AU) in order to meaningfully drive the continental integration process. In this regard, the book addresses issues of context, political will, and innovative and inclusive approaches as essential elements that must be considered. Africa is currently experiencing one of the most critical phases of its integrative development. Since 2015, there have been increasing efforts to develop policies and practices that grant the AU broader powers to coordinate and create binding rules regarding the regional integration process. In other words, these processes seek to endow the AU with supranational powers like those exercised by the European Union, which, despite its internal problems, remains the most successful experiment in supranationalism in the world. This has included the decision to finance the AU through a 0.2% tax on eligible imports into member states; the decision to reduce the number of AU Commission portfolios from eight to six; the adoption and entry into force of the much touted Agreement establishing the African Continental Free Trade Area; the adoption of the Protocol to the Treaty Establishing the African Economic Community Relating to Free Movement of Persons, Right to Residence and Right of Establishment; and the adoption of the AU Agenda 2063 policy framework in 2015. How these processes will change the direction of regional integration in Africa, the book argues, largely depends on the existence of quality-driven institutions.

The Integrating Agriculture into National Adaptation Plans (NAP-Ag) programme, jointly coordinated by UNDP and FAO, worked with eleven countries to identify and integrate climate adaptation measures into national planning and budgeting processes, in support of achieving the Sustainable Development Goals (in particular SDG 2 - Zero Hunger; and SDG 13 - Climate Action) and the Paris Agreement. The evaluation assessed programme relevance and the achievement and sustainability of programme results among other dimensions. The evaluation found that NAP-Ag’s country-driven, multi-sector and multi-level approach allowed for ample engagement of stakeholders, contributed to establish coordination mechanisms and promoted ownership of results. The programme supported the development of institutional capacities; directly influenced the integration of agriculture adaptation options into countries’ plans, practices and policies, and supported countries in accessing climate finance. NAP-Ag also contributed to global climate change adaptation efforts by supporting countries to accomplish the work outlined by UNFCCC. NAP-Ag also influenced the inclusion of gender aspects adaptation options in many countries. FAO should continue promoting the adoption of programme outcomes in countries’ systems and further support countries to mobilize financial support to scale up lessons learned from NAP-Ag. Private sector involvement should be increased to guarantee the implementation of certain climate adaptation options. Strategic stakeholders should be engaged to support gender mainstreaming efforts in agriculture climate adaptation options.
