Excerpt from Eighteenth Biennial Report of the Bureau of Labor Statistics of the State of California, 1917-1918 The Eighteenth Biennial Report of the Bureau of Labor Statistics covers the two fiscal years ending June 30, 1918, and is the fourth bien nial published under the present Commissioner of Labor. In the past eight years this department of state has won the respect of employers and the public at large and earned the confidence of the men and women who must toil for their existence. Offices are now maintained in the cities of San Francisco, Los, Angeles, Sacramento, San Diego and Fresno. The Fresno office was Opened in September, 1918, and is conducted in connection with the functions of the Industrial Accident Commission. That this bureau is a department of service to the public can no longer be doubted. It is the first place appealed to by the unemployed; a court of speedy redress where the unfortunate toiler may secure justice; it serves as an arbitrator of irritating disputes that arise in the industrial field and maintains a vigorous campaign in the enforcement of the labor laws of California. A brief resum of the activities of the bureau for the past two years will serve as the best evidence of its usefulness and worth.
