In 1996, Guillermo O’Donnell taught a seminar at the University of Notre Dame on democratic theory. One of the questions explored in this class was whether it is possible to define and determine the “quality” of democracy. Jorge Vargas Cullell, a student in this course, returned to his native country of Costa Rica, formed a small research team, and secured funding for undertaking a “citizen audit” of the quality of democracy in Costa Rica. This pathbreaking volume contains O’Donnell’s qualitative theoretical study of the quality of democracy and Vargas Cullell’s description and analysis of the empirical data he gathered on the quality of democracy in Costa Rica. It also includes twelve short, scholarly reflections on the O’Donnell and Cullell essays. The primary goal of this collection is to present the rationale and methodology for implementing a citizen audit of democracy. This book is an expression of a growing concern among policy experts and academics that the recent emergence of numerous democratic regimes, particularly in Latin America, cannot conceal the sobering fact that the efficacy and impact of these new governments vary widely. These variations, which range from acceptable to dismal, have serious consequences for the people of Latin America, many of whom have received few if any benefits from democratization. Attempts to gauge the quality of particular democracies are therefore not only fascinating intellectual exercises but may also be useful practical guides for improving both old and new democracies. This book will make important strides in addressing the increasing practical and academic concerns about the quality of democracy. It will be required reading for political scientists, policy analysts, and Latin Americanists.

The Quality of Divided Democracies contemplates how democracy works, or fails to work, in ethnoculturally divided societies. It advances a new theoretical approach to assessing quality of democracy in divided societies, and puts it into practice with the focused comparison of two divided democracies—Estonia and Latvia. The book uses rich comparative data to tackle the vital questions of what determines a democracy’s level of inclusiveness and the ways in which minorities can gain access to the policy-making process. It uncovers a “voice–polarization dilemma” for minorities’ inclusion in the democratic process, which has implications for academic debates on minority representation and ethnic politics, as well as practical implications for international and national institutions’ promotion of minority rights.

This book assesses the interconnectedness of democracy and economic development. It concentrates on how to conceptualize and to measure democracy and quality of democracy in global comparison. The author makes the argument that a quality-of-democracy understanding based on sustainable development relates crucially with economic growth, but more so with economic development. The empirical macro-model focuses on approximately over hundred countries (in a world model) and covers about a fourteen-year period of 2002-2015, identifying the following basic dimensions as being relevant for further analysis: freedom, equality, control, sustainable development, and self-organization (political self-organization). Readers will appreciate the global perspective the work offers.

The International IDEA Handbook on Democracy Assessment is a robust and sensitive guide to assessing the quality of democracy and human rights in any country around the world. The Handbook introduces an easy-to-use and universal methodology for assessing the condition of democracy in any country, or its progress in democratisation, that has been developed in a three-year action programme at IDEA, the inter-governmental Institute for Democracy and Electoral Assistance in Sweden. The Handbook provides a means to measure systematically the full range of values, institutions and issues relating to modern democracy that is sensitive to the underlying principles and democracy and the differences between democracies themselves. It is therefore both universal in application and capable of responding to particular aspects of any one nation's democratic arrangements. The animating principle of the Handbook is that only citizens of a nation themselves are qualified to assess the quality of their own democratic arrangements. Thus, it provides a self-help guide, which gives academics, lawyers, political practitioners, journalists and interested citizens the tools to assess the state of their democracy, or any key aspects of their democracy. The Handbook is above all a practical working document that draws on the actual experience of assessing democracy in different countries, comparative knowledge and research, and democratic principles and practice. It gives a step-by-step guide to the purposes and methods of democracy assessment; who to involve; how to use the research tools; how to validate the findings; what standards of practice to adopt; and how to present and publicise a finished assessment. It contains extracts from completed assessments, guidance on the use of qualitative and quantitative data, examples of codes of democratic practice and international and regional standards, and a vast list of accessible data sources. The methodology was created by a team of political scientists assembled from all regions of the world by International IDEA and has been tried and tested in a variety of countries, including Bangladesh, El Salvador, Italy, Kenya, Malawi, New Zealand, Peru, South Korea and the United Kingdom. International organisations like the World Bank and UNECA are adapting it for in-country use. The four main authors and editors have been directly involved from the inception of the project - in developing and refining the methodology and participating in and advising on the nine country studies that form the essential practical core of experience on which this invaluable Handbook is based.

This Practical Guide presents International IDEA's State of Democracy (SoD) assessment Framework. Developed for public use around the world, the SoD Framework has been applied in some 20 countries worldwide since its first launch in 2000. The Framework is different from other methodologies because its comprehensive assessments are led and owned by local actors, and move away from the practice of ranking democratic performance and making external judgements. It combines a commitment to the principles of democracy with dialogue, and looks beyond the formal existence of democratic institutions and focuses, more importantly, on their performance. The Practical Guide also links assessment to reform and in doing so, highlights achievements and challenges as well as lessons learnt from previous assessment teams' experiences. Others seeking to apply the Framework in their countries stand to benefit greatly from the experiences, lessons and insights shared from the State of Democracy Network--a community of practice that has applied the SoD assessment Framework in their countries and regions.
