The 'Addressing forestry and agroforestry in National Adaptation Plans: Supplementary guidelines' provide specific guidance for national adaptation planning in the forestry sector. They are intended to be used by national planners and decision–makers working on climate change issues in developing countries and authorities and experts who are contributing to climate change adaptation and NAP formulation and implementation.

The Addressing Fisheries and Aquaculture in National Adaptation Plans Supplement provides technical guidance on the integration of fisheries and aquaculture in the formulation and implementation of National Adaptation Plans (NAPs) and complements FAO’s Addressing agriculture, forestry and fisheries in National Adaptation Plans – Supplementary guidelines (referred to as NAP-Ag Guidelines, FAO 2017a). It aims to draw the attention of policy makers and government officers responsible for NAP planning and processes generally, as well as fisheries and aquaculture officers at country level, specifically. It collates and analyses relevant information from fisheries and aquaculture to support the sector’s ability to take part in national climate change adaptation planning processes.

The interactions between climate change adaptation and mitigation are particularly evident in agriculture, forestry and other land-use-based activities. Adaptation projects can affect ecosystems and their ability to sequester and store carbon, while mitigation projects can enhance adaptive capacity or increase the vulnerability of people. These interactions must be considered when designing policies and strategies. The discussion on policy integration of climate change adaptation and mitigation should focus on two issues: (1) integrating adaptation and mitigation in climate change policies to consider multiple goals, assess trade-offs and seek mutually supportive outcomes; and (2) integrating adaptation and mitigation jointly into sectoral policies, such as agriculture or forestry, in order to balance trade-offs and maximize co-benefits between climate change and other objectives. National strategies and plans related to climate change in Peru as well as key land-use policies encompass both adaptation and mitigation objectives. Frameworks have been developed for the integrated implementation of adaptation and mitigation in the new National Climate Change Strategy and draft National Forests and Climate Change Strategy. Although most of the other strategies and action plans do not mention the joint implementation of adaptation and mitigation, they do emphasis delivery of ecosystem services. And enhancing ecosystem services can ultimately benefit both adaptation and mitigation and other national priorities. What is needed is a strong focus on information and knowledge generation and management and an assessment of the current and potential impacts of national and subnational policies on ecosystem services at different scales. Establishing mechanisms for monitoring and evaluating policy implementation, stakeholder engagement and adaptive management are also crucial.

The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world. In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

This book collects wide-ranging contributions such as case studies, reviews, reports on technological developments, outputs of research/studies, and examples of successful projects, presenting current knowledge and raising awareness to help the agriculture and forestry sectors find solutions for mitigating climate variability and adapting to change. It brings the topic of ecosystem services closer to education and learning, as targeted by the Framework Convention on Climate Change and the Paris Agreement, the 2030 Agenda for Sustainable Development and the EU Biodiversity Strategy to 2020. Climate change and its impacts on agriculture and agroforestry have been observed across the world during the last 50 years. Increasing temperatures, droughts, biotic stresses and the impacts of extreme events have continuously decreased agroforestry systems’ resilience to the effects of climate change. As such, there is a need to adapt farming and agroforestry systems so as to make them better able to handle ever-changing climate conditions, and to preserve habitats and ecosystems services.

Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The paper (a) emphasizes the importance of bringing agrifood systems into the global adaptation agenda and policy landscape; (b) creates a cross-sectoral portfolio of FAO adaptation solutions covering multiple scales and approaches; (c) gives an insight into FAO's work with partners and Members and presents relevant networks and collaborations. Laying out FAO’s guiding principles according to the FAO Strategy on Climate Change 2022–2031, it underscores FAO’s efforts for transformative action in agrifood systems and demonstrates FAO's people-centered approach to climate change adaptation.
