Is the accreditation system “broken” as claimed by successive Secretaries of Education and some recent reports? This book addresses this question head-on, asking whether accreditation is indeed in need of radical reform, and whether the agencies’ authority should be curtailed; or whether in fact the changes now underway – that accrediting agencies contend ensure rigorous and consistent standards and degrees that are a reliable gauge of student attainment – are moving the academy and the nation in the right direction. In a sweeping and ambitious book, Paul Gaston deploys his knowledge and experience as a peer reviewer for three regional accrediting agencies, a former board member and chair of the Association of Specialized and Professional Accreditors, and his involvement in the early stages of the Council for Higher Education Accreditation, to go beyond the polemics to explore whether a strategy that builds on the emerging values and good practices can achieve the substantive and positive improvements the public is demanding.As an introduction for readers new to the debate, he provides a brief overview of the development of accreditation, its terminology, and structure, describing how it currently works, and what it has achieved; and offers insight into the proliferation of the missions of accreditation – as well as the multiplicity of stakeholders with an interest in its outcomes – to question whether the mandate of accreditation should, as some contend, be expanded, or particular missions reassigned or abandoned. This established, he undertakes a dispassionate analysis of the arguments and recommendations of critics and supporters of the current direction of accreditation to identify common ground and explore constructive ways forward, paying specific attention to current and potential reforms of the three sectors of higher education accreditation: the seven regional accrediting associations, the national accreditors, and programmatic, or “specialized” accreditation. This volume reviews the economic underpinnings (investment and financing) and institutional reforms needed to successfully scale up the education of health workers. In this regard, the book examines five major economic and institutional challenges that policy makers face: (1) governance of health education organizations and systems; (2) approaches to financing the education of health workers; (3) the special nature of capital investment in expanding the capacity of health education institutions; (4) public-private partnerships in health education; and (5) equity in accessing health education, with a special focus on issues that arise from private approaches to the education of health workers.Much of the existing literature focuses on the quality and contents of training health workers, and very little has been written on the institutional dimension of financing their training and education. This book examines the complex institutional and financial models and approaches that can impact the demand and supply of health worker education programs around the world.Building on the findings of the Independent Commission on the Education of Health Professionals for the 21st Century, which published on the foundations and the issues of global postsecondary professional education, this volume brings in new and in-depth aspects such as governance, capital investments, and the role of the private sector in the production of health professionals; thus allowing the reader to understand how the health worker education field has moved from theory to practice.

Quality accreditation in higher education institutions (HEIs) is currently a buzzword. The need to maintain high-quality education standards is a critical requirement for HEIs to remain competitive in the market and for government and regulatory bodies to ensure the quality standards of programs offered. From being an implicit requirement that is internally addressed, quality assurance activities become an explicit requirement that is regularly audited and appraised by national and international accreditation agencies. HEIs are voluntarily integrating quality management systems (QMS), institutional and program-specific, in response to the political and competitive environment in which it exists. Through its higher education department or by creating non-profitable accreditation bodies, many governments have implemented a quality framework for licensing HEIs and invigilates its adherence based on which accreditation statuses are granted for HEIs. Global Perspectives on Quality Assurance and Accreditation in Higher Education Institutions provides a comprehensive framework for HEIs to address quality assurance and quality accreditation requirements and serves as a practical tool to develop and deploy well-defined quality management systems in higher education. The book focuses on the critical aspects of quality assurance; the need to develop a concise and agile vision, mission, values, and graduate attributes; and to develop a system that effectively aligns the various activities of the HEI to the attainment of the strategic priorities listed in the institutional plans. This study’s statistical analysis shows that patent quality and innovation in China deserve improvement, and an in-depth legal, management science, and economic analysis in the study shows that various patent-related policies and practices actually hamper patent quality and innovation in China. Over 50 recommendations for reform are provided. The study is divided into four chapters, summaries of which are as follows: Although China became the world leader in quantity of domestically filed patent applications in 2011, the quality of these patents needs improvement. Also, while certain innovation in China is rising, the country’s actual innovation appears over-hyped by some sources. There appears to be an overly heavy focus on government-set quantitative patent targets in China, which can hamper patent quality and innovation. This overemphasis involves over 10 national-level and over 150 municipal/provincial quantitative patent targets, mostly to be met by 2015, which are also linked to performance evaluations for SoEs, Party officials and government ministries, universities and research institutes, and other entities. China has a wide-range of other policies, many of which are at least partially meant to encourage patents, that can actually discourage quality patents, and highest-quality patents in particular, and innovation. Examples of these policies include a variety of measures with requirements for “indigenous intellectual property rights” that are linked to financial incentives (many of which are unrelated to government procurement); a range of other government-provided financial incentives for patent development (e.g. certain patent filing subsidies); inappropriate inventor remuneration rules; discriminatory standardization approaches; and a wide range of others. There are a host of concerns surrounding rules and procedures for patent application review and those for enforcement of patent disputes that can hamper building of quality patents and innovation in China. These include concerns about abuse of patent rights, difficulties invalidating utility models, and a wide range of other issues.
