Hong Kong has undergone rapid and substantial social, economic, political and demographic changes since the 1970s. This book examines critically the real impact of these changes on a single surname village in rural Hong Kong. It draws on anthropological fieldwork conducted during the late 1990s and the early 2000s. This ethnographic study demonstrates that kinship, particularly agnatic kinship, has remained a valuable resource for Pang villagers, enabling them to acquire key welfare entitlements, and to secure a good measure of economic and social well-being. Kinship affiliation has provided and still provides (admittedly differential) access to political patronage and legal entitlements, financial assistance and the substantial benefits of corporate property-holding, physical protection and political leadership, employment, care-giving and support networks, housing needs, old age security, a ritually-imagined community, with a sense of spiritual well-being. Agnatic kinship has been organized as a corporate institution and as a quasi-religious community through which substantial support, protection, and privileged access is provided for villagers. At the same time, reliance on this elaborate "localized culture of welfare" has maintained or reinforced the contours of stratification and inequality among Pang villagers, even as lineage identity has remained largely intact in the face of changing external circumstances.

This book focuses on how EU welfare policies are implemented at the local level in 11 European cities and how local policy making addresses women’s care responsibilities. The book studies the complex combination of and the relationships between local political processes, policies, institutions, structural conditions and outputs, as well as outcomes for the women’s labour market integration. It demonstrates how cultural settings and multi-level governance patterns form the “playground” for local policy makers to formulate their welfare policies concerning service provision. The book further demonstrates how local production systems and the situation of the local labour market influence the prospects that women have in working and caring. EU welfare policy promotes the labour market integration of women as well as gender equality. The provision of adequate care services is vital in supporting women’s employment. Within comparative welfare research, the focus has been on the national welfare systems and policies even if care services are overwhelmingly provided by local authorities that in many EU member states enjoy considerable autonomy. This book fills the gap in understanding local welfare policy making from a comparative perspective.

That ‘poor law was law’ is a fact that has slipped from the consciousness of historians of welfare in England and Wales, and in North America. Welfare's Forgotten Past remedies this situation by tracing the history of the legal right of the settled poor to relief when destitute. Poor law was not simply local custom, but consisted of legal rights, duties and obligations that went beyond social altruism. This legal ‘truth’ is, however, still ignored or rejected by some historians, and thus ‘lost’ to social welfare policy-makers. This forgetting or minimising of a legal, enforceable right to relief has not only led to a misunderstanding of welfare’s past; it has also contributed to the stigmatisation of poverty, and the emergence and persistence of the idea that its relief is a 'gift' from the state. Documenting the history and the effects of this forgetting, whilst also providing a ‘legal’ history of welfare, Lorie Charlesworth argues that it is timely for social policy-makers and reformists – in Britain, the United States and elsewhere – to reconsider an alternative welfare model, based on the more positive, legal aspects of welfare’s 400-year legal history.

This open access book shows how the politics of migration affect community building in the 21st century, drawing on both retrogressive and progressive forms of mobilization. It elaborates theoretically and shows empirically how the two master frames of nostalgia and hope are used in local, national and transnational settings, in and outside conventional forms of doing politics. It expands on polarized societal processes and external events relevant for the transformation of European welfare systems and the reproduction of national identities today. It evidences the importance of gender in the narrative use of the master frames of nostalgia and hope, either as an ideological tool for right-wing populist and extreme right retrogressive mobilization or as an essential element of progressive intersectional politics of hope. It uses both comparative and single case studies to address different perspectives, and by means of various methodological approaches, the manner in which the master frames of nostalgia and hope are articulated in the politics of culture, welfare, and migration. The book is organized around three thematic sections whereby the first section deals with right-wing populist party politics across Europe, the second section deals with an articulation of politics beyond party politics by means of retrogressive mobilization, and the third and last section deals with emancipatory initiatives beyond party politics as well.
